GTL Revenue
DSI ITI offered superior functionality in the
following areas Speech recognition technology
(Call IQ). Calls are transcribed and flagged
for investigative purposes. Vendor provides
continuous updates of slang and custom phrases
used by law enforcement. Jails inmate management
system is updated in real-time at Booking, and
enables seamless integration with Medical
scheduling. DSI ITIs additional functions will
provide County with greater value for projected
revenue.

PCS Cost

• PCS offered a flat-rate, annual commission of
  1.5M
• Procurement Committee preferred offering based
  upon percentage of revenue, and Identified three
  issues with flat-rate
• Amount of 1.5M offering is comparable to last
  years revenue.
• Other competitors offered commission percentage
  of revenue. Inmate population is forecasted to
  increase over next five years. Revenue will
  increase, as inmate population grows.
• RFP include requirement for integration with jail
  Commissary system. The use of inmate commissary
  funds is projected to increase revenue
  significantly, as inmates may use their funds to
  make calls, rather than calling collect.
