  • Ulama need to recognize their responsibility to
advocate the importance of education, health,
    womens empowerment, population and development,
as part of enlightened Islamic teaching.
  • Ulama need to emphasize that womens empowerment
is completely within the teachings and
    injunctions of Islam.

  • Imams and Khateebs could be an important platform
to advocate and sensitize men on the importance
    of womens empowerment, especially education,
    reproductive health, economic activity, decision
making power, mobility, assets ownership and
    inheritance rights.
  • It is important to recognize women, not as a
separate sector, but as half the population of
Muslim countries, with equal rights and
    responsibilities and opportunities for
    development and empowerment.

  • Ministries of Population and Health need to work
    with Ministries, Commission and Committees
responsible for womens issues to promote inter
    linkages and gender mainstreaming.
  • To address feminization of poverty, our
governments need to focus on reduction of women
living in poverty, especially in rural areas,
with special measures for social protection,
    safety nets and food security

5
  • Our governments need to collect, compile and
analyze all data with gender dis-aggregation,
    especially poverty data.
  • Violence against women requires
  • Strong legislation,
  • Strict law enforcement,
  • Access to justice,
  • Public awareness through all media.

6
  • Our governments need to increase respect for
daughters and to decrease son preference by
  • Providing incentives for girls education,
  • Old age pensions and social security,
  • Awareness for removing male disapproval of
    womens waged employment.
