Welcome to an on-line health and safety training
package intended for staff and students working
within UofE buildings on the Little France
campus. The information is particularly aimed at
people who are disabled and may need assistance
evacuating buildings in the event of an emergency.
Information contained within these pages is for
use by University of Edinburgh staff and students
only.

This on-line training package is not intended as
a substitute for attending a formal presentation
on fire safety arrangements for the Little France
site, which is mandatory for all staff dates and
venues for these are regularly advertised. Please
attend as soon as you can.

For the purposes of this presentation, a
disability may be one that is permanent or
temporary. Disabilities may also vary
considerably in terms of severity. It is
essential that suitable and sufficient provision
is made for anyone who may require assistance to
evacuate a building in the event of an emergency.
The arrangements described here apply equally
to staff, students and members of the public
using or visiting University premises on the
Little France campus.

Perhaps of greatest concern in the context of
buildings-related emergency preparedness on the
Little France campus is the ability of all people
to react equally promptly to an alarm, to
negotiate escape routes and exits, and to do so
safely.

So, for these reasons, it is extremely important
for people who may require assistance (whether
staff, students or visitors) to inform buildings
management as soon as possible, so that a
Personal Emergency Evacuation Plan can be
written, tailored specifically to each such
persons individual requirements.

A Personal Emergency Evacuation Plan will include
- A brief description of any difficulties
- the person might have in hearing or
- responding promptly to an alarm or
- evacuating the building safely
- A description of precisely what
- assistance may be required by the
- person in such circumstances

A Personal Emergency Evacuation Plan will include
- A description of the responsibilities
- of Fire Wardens to help support the
- disabled person
- A description of any specific
- communications requirements that
- might be necessary
- The location of Temporary Waiting
- Areas (Refuges) within the building(s)

A Personal Emergency Evacuation Plan will include
- Specific arrangements for late and
- lone working (where relevant)
- Adaptations to the working
- environment (if necessary)
- Any specific evacuation arrangements
- and possible involvement of a Rescue
- Team and special equipment and
- Any other relevant considerations.

A Personal Emergency Evacuation Plan might also
describe
- Arrangements for a person with
- profound hearing loss to have a
- vibrating radio-pager set to activate
- at the same time as building alarms
- begin to sound (Deaf Alerter).
- A buddy system to accompany a
- visually impaired person from the
- building.

Temporary Waiting Areas (Refuges)
Where evacuation to safety outside the building
is not immediately feasible, and the use of lifts
has been denied, people above or below ground
level, who may be unable to negotiate stairways,
may shelter in stairwells specially designated as
Temporary Waiting Areas (or Refuges), taking
advantage of engineered features to protect
against the encroachment of fire until rescue and
recovery can be arranged.

Temporary Waiting Areas (Refuges)
The location of the nearest temporary Waiting
Area (Refuge) to where a person may be when
alarms begin to sound will be sign-posted, but
will have been discussed beforehand with people
for whom a Personal Emergency Evacuation Plan has
been written.

Green signs draw attention to safety guidance,
and include signs related to fire safety.

- Familiarise yourself with the
- location of Fire Alarm Call Points,
- particularly in the areas where you
- will be working most often
- Read a Fire Action Notice for
- Disabled People
- Know the location of Fire
- Escape Routes, Fire Exits and Safe
- Areas (Refuges) serving the areas
- where you work.
