57th EURATOM Framework Programme (2007 to 2011)
Activities in the area of fusion energy within
the FP7 are carried out through several
different contracts/agreements, among them
Contracts of Association Bilateral contracts
between research organizations or bodies in all
the Member States and the Community.
European Fusion Development Agreement between
all the Associates (signatories of a contract of
association) to fully exploit the JET Facilities
and possibly other fusion devices and coordinate
the research activities.
Other multi-lateral agreements, such as the
Mobility Agreement, that promote the
collaboration and mobility of researchers between
the different research organization and
facilities.
6Contract of Association EURATOM VR (until 2013)
The subject of the contract is the carrying out
by the Contracting Parties of activities within
the thematic area "fusion energy research" of the
FP7 as detailed in the Annual Work Programme
of the Association.
The present contract expires on 31 December 2013.
A Steering Committee shall be set up by the
Contracting Parties and shall ensure on their
behalf the proper performance of the present
Contract
The Contracting Parties assign the execution
of the research activities to which the present
Contract relates to the Research Unit.
7Financial provisions
The contract of association specifies also the
financial provisions
(20) includes expenditure for
notification(s) relating to S/T work in support
of the exploitation of the JET Facilities
Baseline support
with an additional rate supplementing baseline
support and not exceeding a final rate of 40
for expenditure on specific co-operative
projects, which have been recommended for or
have been awarded priority status by the CCE-FU
Priority support
a rate not exceeding 40 for
at a rate of 40, Orders relating to Science and
Technology work carried out on the JET Facilities
at a rate of 100, contributions to support
actions identified in the Euratom and EFDA Work
Programmes
8JET S/T Tasks (EFDA Art.6.3)
After approval of the EFDA Work Programme by the
EFDA Steering Committee and conclusion of Task
Agreements between the EFDA Leaders and the
Associates concerned the contracting Parties will
agree upon (i) the work to be performed by the
Associate (ii) the scientific reports (iii) the
time schedule (iv) a forecast of the actual
manpower required subdivided into
categories (v) an estimate of the total cost of
the work subdivided into various projects.
9Staff of the Associate
Staff in the Research Unit working on the
activities defined in the Annual Work Programme
may be charged against the Contract at rates to
cover their salaries, allowances, fees and
superannuation contributions together with other
charges arising from the social legislation
currently in force.
Annual Salary Cost
Monthly Salary (sek) x 12 x 1.05 x LKB
The exchange rate to be used is the EU official
one.

10Notifications
Notifications relating to S/T work in support of
the exploitation of the JET facilities under
Article 6.3 of the EFDA shall specify (i) the
work to be performed by the Associate (ii) the
scientific reports (iii) the time schedule (iv)
a forecast of the actual manpower required
subdivided into categories (v) an estimate of
the total cost of the work subdivided into
various projects.
11European Fusion Development Agreement (until
2013)
The present Agreement is concluded to provide a
framework for coordinating activities among the
Contracting Parties for research, and for the
development and exploitation of common tools or
facilities/devices within the thematic area of
research "fusion energy" of the Euratom 7th
Framework Program.
The collective use of the JET facilities is
provided for by the JET Implementing Agreement
(JlA) and by the JET Operation Contract (JOC).
Each year, the Annual Work Programme setting
out the detailed activities to be carried out
during the following year in implementation of
this agreement shall be approved by the EFDA
Steering Committee.
12EFDA Associate Leader for JET
The EFDA Associate Leader for JET shall be
responsible to the EFDA Steering Committee for
the collective use of the JET facilities under
the JET Implementing Agreement. In particular
he/she shall, in agreement with the EFDA Leader,
prepare the JET component of the EFDA Work
Programme and ensure that the JET activities
performed under the JET Implementing Agreement
constitutes a coherent set of activities within
the EFDA Work Programme.
The scientific program of JET under EFDA is
organized in the form of Task Forces with their
Leaders being responsible for the preparation
and execution of the campaigns the analysis and
the publication of the results co-ordinate the
staff seconded from all the European laboratories
13EFDA Research Activities
The research activities shall be carried out
through
Task Agreements
shall form part of the Work Programme of the
participating Associations and be agreed between
the EFDA Leader and the participating
Associations.
Implementing Agreements for cooperative
activities based on the use of a facility or
a device. The Implementing Agreements shall be
concluded between the Commission and
the Associates concerned.

Among them there is the collective use of JET
facilities.
14Collective Use of the JET facilities
The collective use of the JET facilities shall be
described in the EFDA Work Programme. It shall
encompass the performance of the scientific and
technical tasks (S/T Tasks) and the operation of
the JET facilities in support of them.
S/T Tasks include the Experimental Campaigns and
related work and the Enhancements, as defined in
the JET Implementing Agreement (JIA) and
shall be executed by the Associates under the
supervision of the EFDA Associate Leader for JET
Individual S/T Tasks under the Contracts of
Association shall be implemented through
contracts (Orders) concluded between the
Commission and the Associate concerned and
through Notifications by the EFDA Associate
Leader for JET to the Associate(s) concerned.

21Secondment and Assignment of Staff
Staff participating in S/T Work in Campaign or
Enhancements oriented activities under EFDA may
be seconded for continuous periods shorter than
four weeks (i.e. 20 working days) if i)
ii) the cumulative period of secondment is at
least four weeks in the calendar year iii) the
Sending Associate agrees to take charge of all
the extra travel costs (compared with one round
trip) iv) no short stay shall be less than 5
working days.
A Secondment Agreement Plan shall be applicable

35Task Force Structure for 2011 (Romanelli)
JET TF structure in 2011 will need to be
revised EFDA SC has approved the formation of
two Task Forces for exploiting JET during Restart
with plasma, High Level Commissioning and
Experimental Campaigns in 2011 Task Force E1
will be responsible for expanding operational
domain it will have a Task Force Leader and two
Deputies with specific responsibilities. Task
Force E2 will be responsible for exploring
operational domain it will have a Task Force
Leader and two Deputies with specific
responsibilities. It may be appropriate to
establish additional Task Forces to address
specific scientific issues at a later stage.
36JET Beyond EP2 (Romanelli)
- Early 2008 the EFDA SC recognises the scientific
need for full exploitation of the EP2
enhancements and tritium operation and requests
the EFDA Associate Leader for JET to prepare, and
present to the EFDA Steering Committee a plan for
the full exploitation of the EP2 enhancements and
tritium operation. It requests the Commission to
investigate the possibility of making adequate
resources available within the fusion programme
budget. - Facility Review Panel
- JET needs to operate until 2015/15 at least and
would benefit from an early installation of an
ECRH system. Depending on the JT60-SA schedule
JET operation for a few further years should be
foreseen. - Launch of 2 feasibility studies approved by the
EFDA SC - ECRH
- Resonant Magnetic Perturbation coils
- New divertor, LH PAM, 2nd ICRH antenna and beam
reorientation will be evaluated internally.
