Development
- The effectiveness of any security system is
determined by the quality of its implementation - Highly sophisticated screening equipment is only
as effective as the people using it. Conversely,
low tech approaches may prove highly effective if
implemented appropriately - Air cargo security regimes which rely on human
vigilance will fail if participants do not
understand their obligations, and have not been
provided with the necessary skills to perform
their role - Audit and compliance regimes require
inspectors/auditors to have the appropriate tools
to make a positive difference in compliance.

- Competency-based Security Training
- Knowledge refers to learning facts, principles,
concepts, rules and theories necessary for
solving problems and issues - Skills refers to the use of tools, equipment,
machinery or objects and/or employing your
ability to interpret and analyse relevant facts,
figures or issues - Ability refers to the application of knowledge
and skills in the work environment. - Competency is demonstrated when these three
factors join together.

Assessing competency. The principles of
assessment mean your assessment methods must
- provide evidence that your candidate has the
skills in the relevant competency standard and
not in other areas this is validity - allow another assessor or an assessment in a
different environment to make the same decision
this is reliability - allow the assessment to be on or off-the-job
and at mutually convenient time and situation
this is flexibility - ensure the method of collecting evidence does not
make it more difficult than the level of the
competency standard this is fairness.
