3Program Overview
Mission Research, develop, procure, field and
dispose of Collective Protection equipment and
systems that protect personnel and equipment from
chemical, biological, radiological and toxic
industrial contamination within controlled
boundaries.
4Program Overview (contd)
- Collective Protection (CP) Provides
- Protection to Mission Essential Resources
Afforded to Controlled Areas or Zones Allowing a
Force Structure to Operate Safely, at Near-normal
Levels While in a Chemical, Biological,
Radiological, or Toxic Environment. - Essential Resources Include
- Personnel and Equipment
- Mobile Assets (Vehicles, Ships, Aircraft)
- Transportable Assets (Hard Soft Shelters)
- Fixed Assets (Buildings)
5Warfighter Needs
- Environmental Control of Areas or Zones to
- Prevent Infiltration of CBR and Toxic Industrial
Hazards - Supply Clean, Breathable Air
- Allow Ingress and Egress Without Compromising the
Protected Boundary - Areas Typically Collectively Protected
- Mission Critical
- Command and Control
- Medical Care
- Rest and Relief
- Weapon System Control
6Technical Challenges
- Evolving Threat
- Integrating with Expeditionary Missions
- Designing for Modularity and Component
Flexibility - Reducing Equipment Size, Weight and Power
- Reducing Sustainment Costs
7Acquisition Strategy
- Conduct CP Technology Readiness Evaluations (TRE)
- Identify new Mature Technologies to Meet
Warfighter Needs - Standardized Tests, Evaluations, and Technology
Readiness Level Assessments - Transition Technologies to Existing and New CP
System - CP TRE FY2005
- Assessments Begin 3QFY05
- Testing 4QFY05 Thru 1QFY06
- Technology Areas of Interest
- Air Purification
- CB Barrier Materials
- Support Equipment for CP
- Whole CP Systems
8Acquisition Strategy (contd)
- Joint Expeditionary Collective Protection (JECP)
is Spiral Development Program - JECP Increment 1 is Fully Funded
- May Enter Acquisition Process at Milestone B
and/or C Depending on Technology Maturity - Tailored Analysis of Alternatives (AoA) 2QFY06
- Technology Demonstrations 2QFY06 Through 4QFY06
- Emphasis on Supportability, Size, Weight and
Power Consumption - Modularity and Scalability of Individual
Technologies - Procure Chemical Biological Protective Shelter
(CBPS) System as Funded Within FYDP
