Policing Pledge- Our Promise to the Public
  • The MPS takes pride in providing the best
    possible service to people in London and the
    pledge sets out the standards of service that can
    be expected
  • Young People are actively encouraged to
    participate in making their communities safer.
    This is achieved by
  • Encouraging them to e mail / text issues to their
    local team
  • Ensure that at local meetings young people are
    encouraged to attend
  • Safer Transport Teams to patrol transport hubs to
    tackle anti-social behaviour and disorder at
    school closing times.
  • This will reassure young people and local
    communities in these areas

Youth Taskforce Action Plan,
  • This sets out a strong package of actions to do
    more to tackle the root causes of bad behaviour.
    It describes a triple track approach
  • Tough Enforcement- To tackle problems
  • Non- negotiable support- To tackle the causes of
    problems
  • Early Intervention and Prevention- To identify
    those on the cusp of offending /anti-social
    behaviour
  • The triple track will ensure that young people
    who are involved in or at risk of anti social
    behaviour or offending are identified
    systematically and support is offered alongside
    the use of such tools as parenting orders and
    Family Intervention Projects

Roll Out of Restorative approaches by police
  • Youth Restorative Disposal (YRD) to be piloted in
    Hillingdon
  • Offers operational officers more discretion with
    a quick and effective alternative way of dealing
    with low level and anti- social offending
  • A swift, simple, speedier approach that carries
    the support of the victim and complainants
  • Reduction in the amount of time officers spend
    completeing paperwork
  • To prevent young people from offending, including
    reducing the number of FTEs in the CJS

Sanction Detections- Impact of Triage
  • There were some concerns about the negative
    impact on sanction detection performance that the
    process would have. The performance is set out
    below for reassurance.
  • Lewisham had a sanction detection rate of 24.02
    for April 07 to March 08 and of this 11.93 of
    the Sanctioned detections were youth SDs. Youth
    Sanctioned Detections stood at 2.87 for all.  
  • For the April 07 March 08 period the Sanction
    detection rate was increased to 26.63 and the
    percentage of SDs that were youth SDs decreased
    to 8.31 a fall 3.62. However the Youth
    Sanction detection rate fell from 2.87 to 2.21
    (-0.66)
  • In summary the Boroughs overall performance rose
    while the proportion of youth SDs fell. Greenwich
    has similar results

Power of Safer Schools Partnerships
  • Benefits of a robust partnership
  • With key individual agencies are able to
    contribute and deliver specialist services and
    interventions for young people
  • Ensures that young people are identified at an
    early stage
  • This in turn will impact on the number of
    exclusions, reduce truancy and increase
    attainment
  • SSP are in a unique position to
  • Build relationships and increase confidence
    amongst young people,their families and carers
  • Develop relationships between school staff and
    local communities to benefit from the Extended
    Schools Programme

Stay Safe - Overview
  • Based on a partnership between police and local
    authority
  • Use Police intelligence to sweep ASB hotspot
    areas late at night
  • Remove children and Young People from the streets
    if they are at risk of significant harm
  • Take them to a designated safe place where a
    multi agency team risk assess
  • Return children and young people to
    parents/guardians when possible
  • Offer and pursue multi agency support when
    necessary

Operation StaySafe
  • MPS Perspective is on 3 levels
  • Targeted individual Intervention and support
    which is aimed at young people in gangs or on the
    edge of gangs
  • Geographically targeted intervention and support
    to engage youths in identified problematic areas
    or where a section 60 is in force
  • Truancy Patrols

Triage Piloted in Lewisham and Greenwich
  • Triage brings YOT expertise in police custody
    suites
  • It enables all young people entering the custody
    suite to be rapidly assessed with their risk and
    needs identified and responded to
  • Triage improves information sharing between YOTs
    Police and CPS
  • Why Triage
  • Reduce number of First Time Entrants (FTEs)
  • Reduce number of low level low risk cases going
    through the court
  • Improve the speed and quality of responses to
    more serious youth cases at the point of charge

  • What does this mean for Practitioners
  • Agencies working together to increase community
    engagement in the response to youth offending
  • Greater emphasis on reparative work with young
    offenders which makes a real difference to local
    people
  • Enhanced relationships between criminal justice

  • Greater flexibility to tailor interventions to
    respond to the risks and to the need of young
    offenders
