  • Focusing support
  • How can we build upon steps already taken to
create a user focus within Supporting People?

8
Key consultation questions
  • Funding
  • To what extent should redistribution of funding
between authorities be carried out, and over what
    period?
  • How can the balance be struck between providing
flexibility and ensuring ongoing investment in
    support?
  • Administration

for future performance and contract management?
  • e-Supporting People

Models for Integrating Support
11
Integrating support
12
Integrating support
  • Care with support
  • SP underpins care services and maximises
    independent living
  • Frail older people, severe learning disabilities
  • People living independently with support
  • Maintaining independence and preventing decline
  • Older people, low level learning disabilities,
    low level mental health problems
  • People experiencing or at risk of social
    exclusion
  • Preventing and dealing with crises
  • Homeless families and single people, fleeing
    domestic violence, ex-offenders, young people,
    teenage parents etc.

13
Groupings
  • Designed to simplify SP for Ministers
  • Sets the direction for SP to travel
  • Provides clearer focus for services delivering
    support
  • Individuals and groups can fit into two or more
    categories
  • Helps SP to create synergies with other
    stakeholders
  • Are they useful to others?

14
Care with support
  • Working with people to prevent decreases in
    independence
  • May be within Supported Housing or in own home
  • Supporting people with high needs, often
    long-term
  • SP underpins broad package of support
  • Maximise Value of care services
  • Prevents costly interventions
  • E.g. Providing a Community Alarm service to a
frail elderly person as part of extra-care scheme

15
Challenges
  • Risk that funding could be diverted to statutory
    duties
  • Improving choice and control for users
  • Individualised budgets
  • Direct payments
  • Include housing related support needs within
    assessment models
  • Integrated commissioning of care and support
  • SP part of service continuum

16
Work so far
  • Commissioning with LD
  • Joint Contracting
  • Work with Vulnerable Practitioners Group
  • Establishing continuum of Support
  • Extra Care
  • Joint Commissioning

17
Questions
  • What more can Government, authorities and
providers do to focus services more effectively
on individuals to create better choice and
    control?
  • What more can be done to focus on support to
enable people with care needs to stay in their
    own homes?

18
Independence with support
  • Many vulnerable people are able to sustain
independence with a small amount of support
  • Long term low level support
  • HR Support will usually be the main regular
    service
  • SP will have lead responsibility for integrating
    and co-ordinating services
  • Floating support is key to allowing people to
    exercise their preference
  • Important role for Home Improvement Agencies

19
Challenges
  • Key challenge to make this support available to
    people in their own homes
  • No strong reason why low level support should be
    tied to tenure
  • Current imbalance between availability of
    accommodation based and floating support
  • Local Authority should play a key role in
ensuring the correct mix of services
  • SP Commissioning Plans
  • Regional and Local Housing Strategies

20
Work so far
  • Later Years Partnership
  • Commissioning with Mental Health Team
  • Clearer range of Support
  • Local SP Model of Care and Support
