  • Each LA has a role to identify children who are
    missing from education
  • If used as intended, s2s can be a useful tool to
    LAs involved in CME work
  • To be a useful tool, all schools need to send a
    CTF to s2s when a pupil leaves even if the
    destination is not known
  • All schools need to request a CTF for a new pupil

  • s2s is not perfect
  • So successful, now being used for additional
    purposes
  • Transfer of
  • PLASC/SC files
  • Admissions files
  • KS2/3 Teacher Assessment (TA) files
  • FSP/KS1 files
  • Section 52 spreadsheets

  • Bulk transfers (and Nos. of concurrent users)
    slow down the transfer process and have caused
    the system to fail on occasion
  • Busy times are
  • Oct/Nov - Admissions (application) files
  • Jan/Feb - PLASC/SC files
  • Feb - Admissions (offer) files
  • Jun/Jul - KS2/3 TA files
  • Jun/Jul FSP/KS1 files

  • DfES will resolve the problems in two phases
  • Represents a major investment in a key piece of
    our infrastructure
  • Phase 1 - a revised version of s2s will be
    deployed w/c 24/10 to be available to schools and
    LEAs the following week.

  • A small group of volunteer LEAs are being invited
    to help us test the changes to the system.  This
    will resolve issues around upload and download of
    files
  • Phase 2 the system will be upgraded in November
    and December to ensure that it can effectively
    deal with the periods of heavy pressure
    anticipated during 2006

  • Work on CME does not involve bulk transfers
  • It relies on the original purpose of s2s i.e.
    schools submitting CTF files when pupils leave
    school
  • In relation to CME, s2s is a tool that can help
    in the location of pupils s2s is not the whole
    process

  • For s2s to be used as a tool, schools need to
    create a CTF for every pupil leaving a school
  • For those pupils where the destination (or next
    school) is not known, the destination should be
    noted as XXX XXXX and the file sent to s2s
  • MMM MMMM for pupils leaving the maintained sector
  • Receiving schools need to seek a CTF for every
    new pupil

  • If CTF cannot be found, schools need to ask the
    LA to search for a CTF
  • LAs (CME contact etc.) need to search LPD for any
    relevant files as part of other processes for
    locating a lost pupil
  • Examples of good practice and LA processes from
    two LAs are contained in the handout

Role/Use of s2s
  • Each LA has a system administrator for s2s
  • CME contacts may need to be set up as users
  • Protocols may need to be established for dealing
    with missing pupil messages
  • CME contacts need to be discouraged from
    sending blanket missing pupil messages

Role/Use of s2s
  • Reports in s2s can be used to monitor overall
    usage by schools in the LA
  • Specific reports are available for monitoring
    lost pupil uploads/downloads
  • Even where an LA provides alternative secure
    transfer facilities between schools in the LA, a
    CTF should be sent to s2s if the destination is
    unknown or outside the maintained sector

  • New Regulations governing CTF from July 2005
    The Education (Pupil Information) (England)
    Regulations 2005 (SI 2005 No. 1437)
  • Replaces all earlier Regulations
  • Changes include
  • Email not a valid transfer mechanism from 30/9/05

Conclusion
  • Requires CTFs to be transferred to schools in
    Wales, Scotland and Northern Ireland from 3/10/05
  • The common transfer file shall be transferred in
    machine readable form, except where either the
    old school or the new school does not have the
    necessary facilities to send or receive such
    information in that form.

  • The s2s LPD is a misnomer
  • It is not a database and nor does it contain
    details of lost pupils
  • It is a searchable area of the s2s website
    containing Common Transfer Files of pupils where
    the destination (or next) school of the pupil is
    not known to the school the pupil is leaving

  • DfES is looking to rename this area to reflect
    the functionality
  • Requires major changes to s2s
  • Some suggestions so far
  • pupils with unknown destination school (PUDs)
  • unknown destination child/pupil (UDC/P)
  • pupil records without new school (PRWNS)
