4BCM Background and Purpose
- BCM is DTFs in-house designed internet based
budget collection system. - Purpose is to collect and format the textual,
performance and financial information that
appears in Budget Paper No. 2 (BP2) of the
annual State Budget. - Substantially reduces the time and resources
used to apply consistent format, style and
footnotes to Agency Budget Statements.

7General Functionality
- Format text as bold or italic in certain
screens. - Paste data in from MS Word without losing
apostrophes or any bold or italic formatting. - Automatic dot pointing of paragraphs in certain
screens. - Use soft returns to override the automatic dot
pointing of paragraphs. - Define and change the sort order of data in
certain tables and footnotes. - Changes lost if not saved no prompt to save.
8General Functionality (cont)
- Direct extraction of all Appropriation and
Forward Estimate data from the Adjustment
Tracking Module (ATM). - Direct extraction of all capital works data
from the Investment Management Module (IMM).
9Use of Bolding and Italics
- Bold text is only used in the Budget Papers as
headings for sections within the Significant
Issues and Trends, Service Major
Achievements and Service Major Initiatives
screens and NOT to highlight important text.
- Italics are only used where Legislation is
mentioned. (eg Environmental Protection Act
1986).
10Limitations of Bolding and Italics
- Has only been made available on the
Significant Issues and Trends, Service
Major Achievements and Service Major
Initiatives screens. - Functionality only works with Internet Explorer
5.5 (or more recent versions) and will not
work with other browsers (such as Netscape).
Other browsers and word processing software
will still work with the BCM, but some
formatting flexibility will be lost. - Functionality only works with Microsoft Word
and works best with the more recent versions
of MS Word.
11Soft and Hard Returns
- Text entered into the Significant Issues and
Trends, Service Major Achievements and
Service Major Initiatives will be
automatically dot pointed on the report
(unless a soft return is used). - Soft returns (shift-enter) will override the
automatic dot pointing of paragraphs.

with each offence more and more people become

through whole of Government initiatives, which
include early intervention, prevention, diversion

- Introduction of International Financial
Reporting Standards (IFRS) - 2003-04 and
2004-05 amounts to be reported on current
Australian accounting standards - 2005-06
Budget Estimates and Forward Estimates to be
based on IFRS. - Statement of Changes in Equity not included in
2005-06 Budget Papers. - All references to Revenue replaced with
Income.

- There are two key reports available to all
users - Budget Paper Report (Microsoft Word)
- Financial Statements Report (Microsoft Word).
- These reports may take a while to generate so
try to limit running these as much as
possible during peak times as it will slow
response times. - View Report Queue facility is available to
track the progress of your reports.

25Key Points to Remember
- Software works best with IE 5.5 or better and
more recent versions of Word. - Remember to save changes before exiting screens.
- Soft returns can be used to break up a paragraph
with dash points. - Remove bullets from text before copying from
Word. - Use bolding and italics appropriately.
- Refer to on-line help, style guide and sample
Budget Papers wherever possible.
26Key Points to Remember
- Capital Works data is extracted directly from the
IMM so errors must be corrected in the IMM. - Funding table in IMM must be in balance for
Budget Paper report to be correct. - Appropriation and Forward Estimates data is
extracted directly from the ATM so errors must be
corrected in the ATM. - Your DTF Analyst must update Government Goals and
Outcome Linkages. - Please try to limit the number of reports
requested.
