3Changes Made for FY00 Data Call
- The following changes were a result of
recommendations by the ISR 2 Workgroup in July
and approved by the DEP for the current data
call - 1. The ISR2 software was rewritten as 32-bit
application, Access database - 2. Media were reduced from 23 to 19.
- Asbestos, Radon, Lead PCB TSCA
- Wetlands Natural Resources
- 3. Review of all standards. Standards reduced
from 620 to 401. - 4. 20 of standards auto-populated from EPR, EQR
and DSERTS. - 5. Critical Element designation eliminated.
- 6. Must Fund standard has been modified to
include two classifications legally-mandated
and policy-driven.
4ISR ENVIRONMENT PROCESS
15 May
11-13 Jul
ACSIM has not granted an extension for ISR 2 data
submission to date. ISR 2 Workgroup reps
indicated on 6 Apr that they do not anticipate a
problem meeting that suspense.
5Current MACOM Concerns
- Funding standards causing inordinate of
commanders overwrites. - Request to review the impact of the Must Fund
standards on the Armys C-Ratings for FY00. - Keep the ISR 2 software as a PC-based application
and not move it to the web until the
infrastructure and technology improves. - Do not make any major changes to the software or
standards until the Environmental Funding
Predictive Model concept with linkage to ISR 2 is
developed.
6Current MACOM Concerns
- Request for commitment by ACSIM not to distribute
the software until fully tested by installation
personnel. - Ensure sufficient time for the workgroup to fully
test any new and potentially complex policy,
standards, or software changes before they are
implemented.
7Future of ISR 2
- Efforts to develop an environmental funding model
for ISR 2. - Consistency with approach in ISR-1 and AIM-HI.
- Links performance with funding.
- More defensible POM submission to OSD and
Congress. - Adds accountability in terms of measurable
performance indicators. - All ISR software will eventually be web-based.
- ISR 2 Workgroup will continue to be driving force
in making improvements to the program.
