Policy problem
  • The EU directive on SEA has just been implemented
    in the Italian law. The legislative decree
    29/04/2006 Environmental Consolidation Act
    (Testo Unico Ambientale) set out a comprehensive
    framework for environmental assessments
  • The decree states that SEA of the PPPs represents
    an integrated part of the standard approval
    process and has to be implemented during the
    preliminary and planning phase.
  • Lombardia Region has approved the Regional
    Planning Law (RL n12, 11/04/2005) which
    introduces Strategic Environmental Assessment for
    provincial and local plans.
  • This should lead to a more sustainability
    oriented approach in territorial planning and
    governancethe challenge is issued

Territorial Planning (PTCP)
  • PTCP (Piano Territoriale di Coordinamento
    Provinciale) is the master plan of the Province
    area. Its features change due to the different
    regional laws, but there are some recurring
    aspects
  • - it is not a land use plan, but rather a general
    plan that gives some overall rules for the
    transformation of the areas, then defined in more
    detail in Local Plans (PGTs) and an overall
    infrastructure framework
  • - it has to be approved by the Region
  • - the Province is the body in charge for the
    approval of Local Plans

PTCP turning points in the process (2003-2006)
  • October 2003 the existing PTCP (under Regional
    Planning Law 1/2000) is approved by the Region
  • March 2005 Regional Planning Law (L.12/2005) is
    issued
  • November 2005 Province formally opens up the
    Plan revision process
  • July 2006 Guidelines for the revision of the
    Plan are issued by the Provincial Government
  • September 2006 Public Participation Phase
  • ....

PTCP and SEA a cyclical process
  • SEA in this process is seen as an element
    strictly related to the planning process itself,
    it is a cyclical process that gives feed-backs on
    the planning decisions rather than an ex post
    evaluation of the final plan.

Identifying the action arena
  • In this preliminary phase, we have started to
    analyse the actors and the action arenas
    following the Gfors categories and using also
    tools for mapping complexity and density of the
    network in order to be able to define governance
    modes and arrangements.
