Regional Employment Land SurveyAll scheduled
employment land supply sites of 0.4 hectare and
over in the West Midlands.Sites included if
they are committed for B1(b) and (c), B2 and B8
use through the planning process i.e. allocated
in a development plan, has planning permission,
committee resolution or appeal decision.B1(a)
office uses are also included if they relate to
areas outside the city/town centre.

Updating Adding New Records (Form 1)
  • (Update Form 1 first because it provides most of
    the survey info gt 40 variables).
  • Existing and New Sites (units or plots)
  • Column headings in Row 3 of worksheet correspond
    to variable numbers in the manual. Point at
    variable to display the codes
  • Highlight as blue and bold variables which
    need amending and and add comments
  • Use strike-through for deletions and add comments
  • Do not record sub-divisions of existing sites as
    new sites
  • Comment No change if there has been no change
  • Append new records after existing sites
  • Use the colour red to indicate new sites
  • Remember to update the corresponding info in
    Form 2

Form 1 - Examples
  • Example 1 Site 71017 Battery Farm, Hen
    Lane
  • Amendment part of site granted plan perm (site
    area unchanged)
  • Action Insert a blank row below Unit 1 of site,
    duplicate entire record onto this blank row as
    Unit 2. Adjust Unit 1 hectare total to 5.66 and
    Unit 2, which has the planning consent to 1.00
    hectare. Highlight the other variables blue
    and bold which need amending e.g. planning (3)
    and market status. If the uncompleted use has
    changed then adjust Form 2, accordingly.

Form 1 - Examples
  • Example 2 Site 71025 Anthea Turner Road, Tyseley
  • Amendment Site has now been completely developed
    in 2008/09
  • Action Amend the planning (1) and market status,
    and progress of site (2) variables. Highlight
    these blue and bold. Remember to adjust Form
    2 too, i.e. the uncompleted use will now be zero
    and the completed use will now be 1.01 hectare.
    This site will no longer be active.

  • Amendment should not have been allocated to RELS
    last year
  • Action Remove the site. Highlight the whole
    record with a colour or use a strikethrough and
    add a comment in the comments field. Remember to
    remove the site from Form 2 too.

Updating Adding New Records (Form 2)
  • Existing and New Sites (whole sites)
  • Monitors uncompleted land supply (ha.) and
    completed land supply (floorspace ha.) at
    2008/09 by Use.
  • Completed floorspace figures by use must be
    provided
  • Highlight as blue and bold variables which
    need amending and and add comments
  • Use strike-through for deletions and add comments
  • Comment No change if there has been no change
  • Append new records after existing sites (red)
  • Update uncompleted supply uses and completed uses
  • If B1 or B1/B2/B8 proposed then indicate whether
    B1 (a), (b) or (c)
  • The land supply and completions totals must
    correspond to the whole site info in Form 1

Form 2 - Examples
  • Example 1 Site 71017 Battery Farm, Hen Lane
  • Amendment part of site granted plan perm (site
    area unchanged)
  • Action The site area (split into 2 units on Form
    1) is unchanged, and is recorded on Form 2 as one
    record. B128 is still Yes and B128 area equals
    6.66 ha., and the site total equals 6.66 ha. No
    completions to record in Columns X to AQ.
  • Example 2 Site 71025 Anthea Turner Road, Tyseley
  • Amendment Site has now been completely developed
    in 2008/09
  • Action Delete Yes from Column D (B128 proposed
    use) and delete 1.01 ha. from Column L (B128
    area). Adjust the site area total (Column T) to
    zero. Insert the 1.01 ha. as a B128 completion
    (Column AC) and overall total in Column AG.
    Insert the B128 floorspace figure in Column AM
    and overall floorspace total in Column AQ.

Form 2 Examples
  • Example 3
  • Amendment Form 1 site was formerly 5 ha. on 2
    plots in 2008. This now comprises 3 plots - Units
    1 2 (uncompleted) and Unit 3 (formerly part of
    Unit 2) completed in 2008/09.
  • Action All information is updated as one record
    for the whole of the site, and not individual
    records for each plot. Unit 1 is unchanged at 2
    ha. and still proposed for B8 use. Therefore,
    Yes in Column G and 2 ha. in Column O.
  • Unit 2 is now 2 ha. and still proposed for B2
    use. Therefore, Yes in Column F and 2 ha. in
    Column N. The overall uncompleted site total in
    Column T should be 4 ha. (sum of Units 1 2).
  • Unit 3 in Form 1 records the completion (1.0 ha
    B2 use). Enter this info in Columns AA (B2)
    and AG (Total), and Columns AK (B2 floorspace)
    and AQ (Total floorspace).
  • The totals should correspond with the equivalent
    site in Form 1.
