Vision
To improve learner achievement in an innovative
education sector, fully connected and supported
by the smart use of ICT
- A more learner-centred education system
transcending organisational boundaries. - More informed decision making within the
education sector by learners, teachers, parents,
communities, public, businesses, researchers,
policy makers, administrators. - Increased ease, opportunity of access, reduced
compliance costs for all participants. - Increased confidence, capability, capacity from
the use of ICT by all participants in the
education sector. - Greater opportunities for the generation,
application, sharing of new ideas, technologies. - More effective, efficient investment in ICT by
education sector government agencies.

Achieved through
- Developing a more learner-centred service culture
where education agencies and organisations focus
on the outcome rather than the technology - Recognising that successful design, development
and implementation is as much about people as
about technology - Interoperability and ease of access to, and
between, systems and information where learners
can engage as and when required, and
decision-making is better informed at all levels - Balancing local choice and national direction
- Coherence through open standards rather than

the design, development, implementation and use

search brokerage service which connects to key
sector and international electronic catalogues in
order to provide a sole point of access to all
educational related information. - Education Sector Data Modelling (ESDM)
producing a sector data model that defines shared
sector data. - Others

19International Connections IMS Global Learning
Consortium
- The mission of the IMS Global Learning Consortium
is to support the adoption and use of learning
technology worldwide. - IMS develops and promotes the adoption of open
technical specifications for interoperable
learning technology. - The Ministry of Education is one of over 50
Contributing Members and affiliates. These
members come from every sector of the global
e-learning community. - The Consortium provides a neutral forum in which
members with competing business interests and
different decision-making criteria collaborate to
satisfy real-world requirements for
interoperability and re-use.

- JISC provides a range of services to the U.K
education sector. - Joint Information Systems Committee (JISC)
- All UK Universities, some colleges
- IT infrastructure

- A Memorandum of Understanding between the
Ministry of Education and JISC has been
developed, signifying cooperation around areas of
mutual interest such as - e-Framework , including reference model
development - open standards specifications
- e-Learning research
- e-Learning related projects
- research repositories
- middleware development
- the sharing of experiences in the e-Learning area
- special interest groups, and
- governance including policies and procedures
22International Connections e-Framework
- UKs Joint Information Systems Committee (JISC)
and Australias Department of Education, Science
and Training (DEST) have developed the
e-Framework for Education and Research (see
http//www.e-framework.org) - It is a collaborative effort to try and impose
some methodologies and processes on the policy
development of technical infrastructure across
e-learning, e-research and library/information
environment - The aim is to internationalise the Framework
through the inclusion of other countries
including New Zealand
