Purpose
  • The purpose of Congressional travel is to add to
    the insight and understanding of DOD activities,
    and not merely for the purpose of engendering
    goodwill or obtaining future benefits.

Please keep in mind
  • Generally speaking we need 30 days notice to
    process your requests
  • NGB is not the approving authority
  • NGB packages the requests
  • The Army side not as time sensitive as the Air
    side...
  • Notificationusually verbal or email, rarely
    written, although services issue ITOs

Terms
  • Nonsponsored travel
  • travel by Members and employees of the Congress
    authorized as a result of an official request by
    the Congress to the DoD (they ask us)
  • Sponsored travel
  • travel by members employees of the Congress
    pursuant to an official invitation issued by
    proper authority of the DoD (we ask them)

More Terms
  • Orientation flight
  • Up and down from the same local area with no
    stops in-between (i.e. F-16 ride)
  • Non-local flight
  • Point A to Point B (and maybe back to Point A)
    of Members or (i.e. KC-135 ride from DC to NOLA)

Short notice...
  • View disasters - authorization must include a
    Committee letter (Member of Congress has
    committee write letter to Secretary of Defense
    authorizing travel).
  • Letter must be received in travel office before
    approval for travel can be given or
  • If short notice, letter must be received ASAP
    upon completion of trip.

Keep in mind...
  • First termers must get OSD approval for travel.
  • Services cannot automatically approve first
    termer travel.
  • Members of Congress are considered first termers
    when initially elected to Congress.
  • Retiring Members or staffers must have approval
    from OSD

Not authorized to travel...
  • "Lame-Ducks" -- Members of Congress who are not
    seeking re-election or who lost the election
  • Depending what comes first, end of session or
    general primary
  • They are not authorized to travel after that date

What we dont do...
  • State Legislators or their staffs
  • Governors or their staffs
  • DC or territorial legislators or their staffs
  • Other civic leaders
  • If its not US Congress, its not usits
    NGB-PA!

Nuts and bolts of request
  • Name of individual
  • Dates of travel or a statement requesting
    flexibility around that date
  • Purpose of trip
  • Proposed escort
  • Proposed itinerary
  • Additional information
  • -depart (location) at 0000 hours, return from
    (location) at 0000 hours
  • -unit supporting the mission
  • -POC in state to include phone number and fax
    number

  • Military flights desired / type of aircraft
  • As of 5 Jan 01, need letter from the Member to
    the Sec Def for national disaster trips
  • Occasional White House moratoriums on travel to
    natural disaster areas

  • Service LL offices approval authority
