- Picatinny Arsenal received funding under the
National Defense Authorization Act for two new
facilities - 60 child capacity Child Development Center (Dec
08) - 135 child School Age facility (Aug 09)
- Depending on the AFC Mission Level category, free
or discounted services are available to families
of deployed active, guard and reserve service
members (ongoing) - (Mission Level 1), those on extended
unaccompanied tours of duty - (Mission Level 2), rear detachment cadre
- (Mission Level 3), and family members of wounded
or fallen warriors. - In accordance with the designated AFC Mission
Level, patrons may be eligible to receive between
5 and 16 hours of free or reduced hourly respite
care per month. (ongoing) - Some may also be eligible for discounts up to 20
on full day, before and after school and camp
fees. (ongoing) - Registration fees for all patrons have been
eliminated. (ongoing) - Picatinny Child and Youth Services is also a
signatory - of the School Transition Memorandum of
Agreement - between the Superintendents of the Rockaway
School - District and the Morris Hills School
District. This - partnership helps both the installation and
the schools provide
transition support for military students.

- Right Sizing Staff (ongoing)
- Converting contract positions to Government (GS)
positions according to the Standard Garrison
Organization - Seeking additional full time central contractor
to provide outreach to National Guard. - Facility (ongoing)
- Designated facility for one-stop single point of
entry, Army Community Service Center and Family
Readiness Center. Renovate building according to
DA facility standards. Will include classroom,
family readiness room and private counseling
rooms. Currently scheduled for FY10 1.2M
renovation - Outreach (ongoing)
- Partner with the Inter-Service Family Assistance
Committee (ISFAC) meet quarterly with National
Guard, Reserve and Active Duty Components
throughout Tri-State area. Next meeting is
scheduled for 15 April 2008 at Picatinny Arsenal.
- Seeking training on AIFSN for all attendees
- EFMP Respite Care
- Approved to receive 2400 (FY08) for respite
care. Approved Exceptional Family Members
(special needs) can receive up to 40 hours per
month for free respite care. (2 registered
families to date) - Employment Readiness (ongoing)
- Spouse employment initiatives with fortune 500
companies. - Mobilization Deployment
- Hearts Apart Waiting Family Support comprised
of Army, Navy, Marine Corps, Air Force, Active
Duty, Reserve and National Guard components.Â
Family members of deployed service members meet
monthly on the installation at the community
activities center.   The support group serves as
a chain of concern for the families left behind.Â

- On 1 May 2006, Picatinny Arsenal and Carlisle
Barracks partnered with GMH Military Housing to
form CPLCC - GMH assumed housing management responsibility in
a 50 year lease - Every house on post will be Green according to
Army standards by the end of the initial
development plan by 2012Â - Current initiatives include
- Development of relationships with local
communities, area realtors and landlords to keep
current on changes in the housing industry - Providing home rental and purchasing information
- Performing annual BAH surveys
- Build 26 New Homes 2007-2008 Occupy 3rd Qtr FY08
- Renovate 16 Homes 2007-2009

13Army Integrated Family Support Network (AIFSN)

- AIFSN is the delivery of standardized baseline
services to military members and their Families.Â
- AIFSN, once fully implemented, will provide a
centralized (and standardized) location for
service members and their Families to look for
pertinent, up-to-date information on military
services either on-line, on post, or in person.
- AIFSN will develop a framework that identifies
counseling services as Life Skills Education,
Supportive Counseling and Treatment/Therapy. - Full operational date is September 2008
- Only at initial operational capability now, using

- Capability of Family Readiness Groups. Wide
disparity in degrees of robustness from low
functioning - if at all - to well organized,
funded, connected and communicating. Getting all
functioning to a baseline level is needed. It is
challenging due to 2 variables leadership and
volunteers - Daily household financial matters like home
repair and car repair
