- Preventing or reducing negative effects of
exchange for the vulnerable groups.

3The target population
- disabled persons,
- blind and partially sighted persons,
- deaf and hard-of-hearing persons,
- elderly persons,
- persons with mental disabilities,
- and other difficult to reach groups of the
population.

4Objectives
- education of multiplicators and qualification of
field activists - appropriate coverage of the target population
- appropriate involvement of the public
- establishment of communication and coordination
between national authorities and the NGO sector - provision of technical support

5Coordination between
- the Ministry of Finance
- the Ministry of the Economy
- the Ministry of Public Administration
- the Bank of Slovenia (BS) and
- the Chamber of Commerce and Industry
- the national campaign is conducted by the
Government Public Relations and Media Office - the Ministry of Labour, Family and Social
Affairs, the Directorate for the Disabled
(coordination of the programme)

6Phases of the Programme
- 1st phase the preparation of a timetable of
activities, agreements, promotion and division of
work areas, making contacts with NGOs - 2nd phase concrete agreements and technical and
personnel preparation (training of the trainers) - 3rd phase execution and coordination of planned
programmes

- an agreement on the division of competences of
all parties involved - this agreement concerns
- the flow of information
- prevention the duplication of activities
- financing the activities
- inclusion in the overall image of the national
campaign, -

- all annual bulletins issued by the Ministry of
Labour, Family and Social Affairs shall include
topics concerning the changeover to the euro,
along with detailed presentations and a display
of materials - the bulletin shall be distributed among all
organisations for the disabled

- At all the Ministrys annual meetings with
representative organisations, one of the topics
shall be the introduction of the euro to
vulnerable groups of the population.

- Inviting the representative organisations to take
part on in these activities in the form of
conceptual and logistical assistance. - A consultation is to be organised with
representatives from all organisations for the
disabled and pensioners' organisations. - Conclusions are to be taken into consideration in
formulating the strategy and planning activities.
- Representative organisations joining vulnerable
and hard-to-reach groups of the population shall
be included in the activities as partner
organisations.

- the presentation of the website shall also be
adjusted to the needs of people with sensory
impairment (i.e. website users with special
needs). - The existing content shall be complemented with
content intended for those whose capacity for
understanding complex information has been
reduced for any reason. - Content prepared in an easy-to-read" format.

- The establishment of a coordination body for
- technical and expert assistance, and
- the effective processing of data acquired during
public presentations, meetings with organisations
for the disabled and via electronic and other
means, - shall be carried out as agreed between the
Government Public - Relations and Media Office, the Ministry of
Labour, Family and - Social Affairs, and the Bank of Slovenia.

- It is indispensable to get as many educated
activists as possible qualified for successful
operation in the field. - The vulnerable individuals are not always
integrated into any organisation that might help
them. - Training for activists (multiplicators) is
conducted with help of the Community of Social
Welfare Institutions, community of social work
and advisory centres, association of
municipalities of Slovenia and community of
municipalities of Slovenia, as well as local and
village communities. Substantial help can also be
offered by home care services, the Red Cross,
Caritas, Church organisations and others.

- the qualification of multiplicators from
representative organisations, - the knowledge is conveyed to activists within the
organisations and local units, - thorough notification of management staff or
responsible persons from institutions and
non-governmental organisations is required, - responsibility for notifying their users and
members has been left to the organisations within
the framework of participation.

- At this point field activists shall operate,
informational material shall be distributed. - Special aids shall be produced and provided for
the blind for the purposes of recognizing the
value of a banknote at the same time,
information material shall be transcribed into
Braille and additional audio recordings with
information and instructions shall be provided. - It is necessary to offer similar instructions to
the relatives of those people who are considered
at risk.

- Appropriate qualification of bank officials
working with clients shall be provided for the
work with vulnerable population groups.

- Final evaluation of effectiveness in reaching the
project objectives, as well as an evaluation of
the situation the implementation aspect of the
programme.
