OBJECTIVESTO

    against unauthorized access.
  • Deter, prevent, and detect unauthorized
    possession,
    use or sabotage.
  • Provide an integrated system of activities
    for the protection of classified information.
  • Establish safeguards and security programs.
  • Ensure personnel receive training.

DEFINITIONS
  • CONFIDENTIAL - Level of information the
    unauthorized disclosure of which reasonably could
    be expected to cause damage to the national
    security.
  • CRITICAL NUCLEAR WEAPONS DESIGN INFORMATION
    (CNWDI) - Top Secret Restricted data or Secret
    Restricted Data revealing the theory of operation
    or design of the components of a thermo-nuclear
    or implosion-type fission bomb, warhead,
    demolition munitions or test device.

  • FORMERLY RESTRICTED DATA (FRD) - Data removed
    from the Restricted Data category upon
    determination jointly by DOE the DoD that such
    data relates primarily to the military use of
    atomic weapons that such data can be adequately
    safeguarded as classified information.
  • RESTRICTED DATA (RD) - All data concerning
    (1) design, manufacture, or utilization of atomic
    weapons (2) the production of special nuclear
    material in production of energy.
  • - Exempt from automatic declassification
    (E.O. 12958)

  • SECRET (S) - Level of information the
    unauthorized disclosure of which reasonably could
    be expected to cause serious damage to the
    national security.
  • TOP SECRET (TS) - Level of information the
    unauthorized disclosure of which reasonably could
    be expected to cause exceptionally grave damage
    to the national security.
  • UNCLASSIFIED CONTROLLED NUCLEAR INFORMATION
    (UCNI) (DoD) - Unclassified information on the
    physical protection of DoD SNM, equipment
    facilities.

DoD RESPONSIBILITIES
  • Assume responsibility for the safeguarding of
    RD in its custody control further dissemination
    to DoD employees its contractors.
  • Assume responsibility for assuring that those
    persons who sign certifications are in fact
    authorized to sign them.
  • Accept DOE NRC clearances for access to
    classified information (to include RD).

ACCESS CRITERIA
Access to RD information will be governed by the
same procedures and criteria as that of other
classified information 1. Require access in
performance of official duties 2. Have a valid
DoD security clearance at a level Requests for
access to RD in the possession of DOE or other
Federal agencies designated by DOE will be on DOE
Form 5631.20 (REQUEST FOR VISIT OR ACCESS
APPROVAL).

  • Dissemination of RD info will be made only after
    the holder of the info has verified
