  • The University of North Dakota has been offering
    correspondence courses since 1911
  • From the 1980-81 to 2006-07 academic years there
    have been nearly 50,000 Correspondence and Online
    Studies enrollments (48,812) through the Division
    of Continuing Education

  • In the last year the University of North Dakota
    saw its Fall headcount decline from 12,834 to
    12,559 and its FTE decline from 11,381 to 10,967.
  • Since 2004 the Fall headcount has declined from
    13,187 to 12,559 and its FTE has declined from
    11,931 to 10,967.

    Higher Education Compact and the Sloan Consortium
    reveals that nationally nearly 3.2 million
    students were taking at least one online course
    during the fall 2005 term.
  • Midwestern states alone represent nearly 15
    percent of online enrollments, with more than
    460,000 students taking at least one online
    course in fall 2005.

    online course sections with 12,205 enrollments.

  • In Fall 2005 the University of South Dakota had

  • Minnesota Online offers thousands of online
    credit and non-credit courses and over 150 online
    degree, certificate and diploma programs.
  • SDBOR universities offer over 40 programs
    (certificate, two-year, four-year, and graduate)
    and 1000 courses delivered via distance education.

  • For Fall 2007 the School of Engineering had the
    largest headcount increase (131).
  • Distance Engineering enrollments grew to 367, a
    25 increase over Fall 2006.
  • As of July 1, 2007 UND offers 29 off-campus
    degree and certificate programs.
  • Aside from Distance Engineering only 4 other
    programs are offered online with ongoing
    admissions.

According to NDUS data, UND (330) had fewer Fall
2007 semester-based, interactive, online course
enrollments than DSU (979), MSU (2071), NDSU
(2502) and VCSU (437)

Presently the University of North Dakota has an
antiquated approach to the delivery of online and
off-campus programming. As a result the
production of headcount, registrations and credit
hours generated by online and off-campus
programming at the University of North Dakota
lags significantly behind comparable institutions
such as North Dakota State University, South
Dakota State University and the University of
South Dakota. Furthermore, the existing
structure inhibits the development of sustainable
degree programs and potential collaboration with
other colleges and universities.

  • The president has authorized the creation of a
    new tuition and fee structure for online
    instruction
  • Not based upon residency
  • Instruction to begin Summer 2008

  • Tuition collected will be allocated 60 percent
    to the college to pay the direct costs of
    instruction. The remaining 40 percent will be
    used to fund all other support/indirect costs.
    The 40 percent will be managed by the Division of
    Continuing Education. Allocation will be based
    on data for courses identified by location code.

  • Tuition for online courses is charged on a per
    credit basis regardless of the total number of
    credits in which students are enrolled. The UND
    tuition rate for summer 2008 is 209.39 per
    undergraduate credit and 225.23 per graduate
    credit (fall 2008 and subsequent semester tuition
    increases will apply). Students will pay the same
    amount of mandatory student fees per credit up to
    the credit cap regardless of the course delivery
    type (online or on-campus). Course fees may also
    apply. All course fees proposed by the
    department/college must be reviewed by the
    University Fee Committee (chaired by the Vice
    President for Finance and Operations) with final
    approval by the President.
  • Credits for online courses count toward totals
    for financial aid but are not covered under the
    tuition credit cap and are not eligible for
    tuition waivers (except as required by statute).
  • Credit cap for charging tuition is as follows
  • Fall and Spring 12 credits for undergraduate and
    graduate.
  • Summer 9 credits for undergraduate and graduate.

    been shared with corresponding Deans
  • Deans are asked to contact course authors to
    solicit transition of course to new instructional
    model
  • 1000 per course will be paid for transition

    for existing on-campus students is presently
    underway
  • The campaign will be focused on Summer/Fall 2008
    early registration
