2008 EPA Region 2 Exchange Network Activity
  • New York and New Jersey, two proven Network
    partners with multiple production data flows,
    have invited Region 2s participation in vanguard
    Network projects awarded as cooperative
    agreements. Two of the grants are still active
    with clear paths to full performance. The
    recently closed and highly successful New Jersey
    Air Quality Data Exchange cooperative agreement,
    received the ECOS Innovation Award. The Virgin
    Islands will be closing out their first Network
    grant, also a cooperative agreement this year.
    We think it will help define the small partner
    business case for participating in the Exchange
    Network. Region 2 is honored to have been at the
    table with each of these talented teams who took
    on the following challenges

  • New Jersey, New York, and Delaware in strong
    collaboration with EPAs Air Program (thank you
    Phil Dickerson and Nick Magnus) delivered a
    national AQDE/AQS XML Schema with unified data
    structure for multiple uses. It has been adopted
    by the EPA for regulatory reporting of AQS data
    and for the reporting of hourly air quality data
    to the national AIRNow website. The schema can
    also be used by states to support a variety of
    near real-time inter-State and intra-State
    ambient air quality data sharing needs.

  • The New Jersey DEP Water Quality Data Exchange
    Challenge has the participation of nine project
    partners who together comprise New Jerseys
    primary ambient water quality data consumers and
    producers. Under this grant New Jersey will
  • make innovative use of outbound EPA and USGS
    ambient water quality web services
  • Reuse and extended their E2 electronic
    reporting system with improved access for EPA to
    their water quality data
  • Streamline the processes that govern how ambient
    surface water quality data is shared and managed
    in New Jersey

  • New York DECs current Electronic Laboratory Data
    Exchange Grant has been strategically followed by
    their Ground Water Exchange Network project the
    NY Department of Health is participating. These
    projects will develop and extend an enterprise
    environmental management system for sampling data
    and implement a SDWIS data flow. These efforts
    reflect how environmental managers in NYDEC now
    look at partnerships in a different way because
    of the well thought out initial Network Node
    implementation at DEC.

  • US Virgin Islands will coordinate deliverables
    with other EPA funded Water Pollution Control and
    Beach Program efforts to implement an efficient
    ambient water quality data management process. A
    WQX staging database will be populated as a
    result.

Summary
  • Currently, there are 8 nodes and 14 flows with 30
    total flows expected by 2010.
  • Tribal participation needs to improve.
  • Despite significant challenges Region 6 EPA, our
    core CDX partners have been major players in the
    network. This reflects their commitment to CDX
    and the environment overall.
