    Tiered, Regional, EMS based.
  • Texas EMS bill (HB2912, HB2927) (2001). Provided
    legislative support.
  • Clean Texas/NEPT Memorandum of Agreement (2002).
    First of MOAs, initiated the work plan.
  • Clean Texas Cleaner World (CTCW). (2003) Merged
    Texas EMS and Clean Texas.
  • CTCW/NEPT work plan. (2003). Approved.

  • Signed MOA.
  • Established working group with staff from TCEQ,
    EPA Region 6 and Headquarters EPA.
  • Drafted and re-drafted work plan.
  • Work plan approved and signed by EPA and TCEQ
    Leadership.
  • Staff coordination of audits, marketing, review
    process, and reporting.
  • Developing practices to implement work plan, an
    incentive plan, and a review process.

CTCW NEPTSteps taken to integrate programs
  • A member accepted into to the CTCW National
    Leader level is automatically accepted into the
    NEPT program.
  • A member entering the NEPT through EPA, may be
    eligible as a CTCW Partner. But, must be audited
    to the Texas EMS protocol to be considered for
    CTCW National Leader status.

CTCW NEPTWork Plan
  • TCEQ adopted the NEPT measurement protocol, goal
    requirements and past performance criteria,
    compliance screen, and stakeholder involvement.
  • Additional CTCW requirements rigorous multi-day
    audit process, TCEQ compliance screen, and
    community outreach program (activity or project)
