MEO Subcontracting Agreement

• ATO may seek new MEO subcontracting agreement
• ATO must obtain CCSO and OSD approval
• CCSO determines feasibility
• Return on investment of time, effort, and
  resources ( and people)
• Larger competitions (approx. 500 FTE)
• Multi-function Multi-location (or both)
• Opportunity for new technology or capital
  investment
• Consult with OSD to determine if
• In compliance with policy/laws
• A deviation from Circular required

• Not a Partnering or Teaming arrangement
• Not a consulting contract typically used in
  competition process
• Permitted if mixed sources (agency contract)
  incumbent on start date
• Is means to select contractor to submit offer
  included in agency tender
• As an integral part of agency tender development
• May be an MEO Team member
• Calculate cost proposal as MEO subcontract in
  agency cost estimate
• Is a prime contract contingent upon agency
  decision
• Selected IAW FAR/CICA and awarded by contracting
  officer
• Not a legal contract with ATO or MEO Team
• MUST NOT result in converting work performed by
  DoD civilians
• Requires non-disclosure from contractor and DoD
• Contractor must choose between competing as
• Part of the agency tender as an MEO subcontractor
  or
• A private sector offeror or subcontractor to
  another private sector offeror
