Issue Access to Private Properties
  • Cost estimates assumed easements can be
    negotiated for nominal considerations (1 and
    modest property betterments)
  • It now appears that easements on private parcels
    will come at a higher price (not yet determined)
  • Other additional costs may be expected (increased
    complexity, new design issues, time delays,
    thorough EA documentation)

Issue Project Cost and Financing
  • When potential cost of gaining access to private
    lands is better understood, City staff will
    report to Committee/Council
  • B/C cost ratio 1.0 when Cost 700K
  • special service charges capped at 195K will
    cover less than 50 of total cost

City Council will eventually decide if project
should proceed at updated estimated cost .

In the short term
  • Delcan RVCA will resume design work for the
    portion of the works to be located on filled
    Crown Land under the control of MNR
