2008-09 NCLB Application
  • Opening date hopefully still in August
  • Upgrade to software for the GMS
  • Adds more validations as you enter information so
    there are fewer changes needed during the
    approval process
  • SAVE PAGE takes you to the top of the page
    where any errors or omissions will be noted
  • Closing date coordinating date with other major
    collections like NSSRS, etc.

  • Only very minor changes to questions
  • Can use narratives from previous year for many
    (still need to re-enter them ?)

  • Adds required set-asides for schools and
    districts in school improvement
  • Adds a percentage for non-public when you
    set-aside for district-wide activities

Amendment Description
  • New feature added during 2007-08 to identify the
    changes made in an amendment
  • Must indicate the original application is NOT an
    amendment before the original application will
    pass the consistency check!
  • Hoping to get this changed for next year but not
    enough time for 2008-09

Data Quality Assurance
  • New assurance on the NCLB Consolidated
    Application
  • The applicant has policies and procedures to
    ensure quality control of data and information
    required to be submitted under P. L. 107-110.
  • Districts should have, at a minimum, policies on
    confidentiality (FERPA) and records retention

Quality Control of Data
  • Eventually all districts should have written
    procedures and practices to ensure data is
    collected and reported as accurately as possible
  • Training will be offered by NDE for leaders and
    for data coordinators/stewards in the 2008-09
    school year
  • We encourage all districts to participate

Payments
  • No change in payment options from last year
  • Scheduled payments staff salary and benefits
    paid monthly (75 of what is budgeted if 20,000
    or more)
  • Will not be able to select scheduled payments in
    a later amendment

Closeout 2007-08
  • Improving! Most districts have amended in
    carryover from 2006-07. This must be done before
    you can close out 2007-08 or the money must be
    released.
  • Closeout of 2007-08 is due by Friday, August 29,
    2008 unless you need to spend down in Title I or
    Title IV to meet the carryover limitations

  • Submit form before doing closeout

Closeout
  • Remember to
  • Indicate (check) that this is the Final Report
    for each program
  • Submit a Final Report for each program in your
    application
  • Complete the Year-to-Date Expenditures column
  • Do not complete the expenditures by object code
    section that you do for other reports

  • Three year schedule will be posted on NCLB
    Federal Programs page soon
  • Can request to change the schedule by contacting
    your reviewer
  • Encouraging districts to consider the new pilot
    of Continuous Improvement Integrated Visits

NSSRS Data Collections
  • 2007-08 first year of full implementation
  • Lessons learned include
  • New paradigm Data needs to correct before
    submission
  • Validations during submission help identify some
    issues but not all
  • Verification reports help districts see data and
    compare to old paper forms

  • Program staff need to work closely with data
    staff and audit the data before it is submitted
  • NDE program staff are auditing the data for
    accuracy also

  • Matched to Title I building status (schoolwide
    project or targeted assistance school)
  • Title I paraprofessional data tied to building
    status also
  • Used for
  • NCLB Qualified Teachers and the Annual Measurable
    Objectives (AMO) of Title II, Part A
  • State of the Schools Report

Staff Data in NSSRS
  • NCLB Qualified Teachers
  • Non-NCLB Qualified Teacher report sent to all
    districts later this Fall.
  • Identifies teachers in 2007-08 that were assigned
    to teach outside of their endorsed area or did
    not have a HOUSSE (High Objective Uniform State
    Standard Evaluation)
  • HOUSSE is a way to demonstrate content competency
  • HOUSSE forms available on Federal Programs
    homepage due November 1

Title I Data in NSSRS
  • Title I Program Fact template
  • Targeted Assistance School participants
  • Preschool participants that are not in a
    Schoolwide project
  • Non-public student participants
  • Must have a Student record
  • Considered enrolled in the public school for the
    time spent receiving Title I services
  • Must collect attendance data
  • Count in district average daily attendance and
    average daily membership

AYP From NSSRS
  • Student data (race/ethnicity, gender,
    Free/Reduced lunch eligibility, special education
    status, English Language Learner) needed for
    creating subgroups
  • Performance on standards in Reading and Math
  • Regular assessments and alternate assessments
  • Science is not a part of AYP

AYP Grade Levels
  • AYP includes all students in grades 3 through 8
    and one grade in high school
  • NDE determined grades to include in Elementary,
    Middle and High School
  • School level used grades in the building and, if
    more than one grade span, used last years
    determinations based on enrollment
  • District used last years determinations or
    enrollment
  • Can be appealed if district doesnt agree

Full Academic Year (FAY)
  • Collected in NSSRS at both district and school
    level
  • There should be no break in enrollment between
    the last Friday in September and the end of the
    assessments or the end of the school year
  • The percent proficient is calculated only on
    students who were enrolled a Full Academic Year

  • Calculating an overall performance level from an
    average of results on all standards (with
    results) for each student

New Participation Rate
  • Participation rate first identify the number of
    students enrolled on the last day of school (as
    reported in the Year-End Student Snapshot) that
  • Had all N for performance results on standards
  • Had out-of-level or modified assessments reported
  • Had no assessment results reported

Participation Rate Calculation
  • Calculate the percent participating
  • Displayed on State of the Schools Report
  • Used for AYP goal of 95 participation
  • In previous years, there was an option to average
    current and prior years participation rate
    this is no longer an option.

Writing Results
  • The Other Academic Indicator for grades 4 and 8
  • If there are less than 30 students, the formula
    will
  • Average the number of participants from current
    and prior year
  • Use a weighted average of percent proficient
  • No change in graduation rate calculations

Calculating AYP
  • There are no other changes to the formula or
    process for calculating AYP in 2007-08
  • Confidence intervals (99) will be applied to
    Reading, Math and Writing results a confidence
    interval of 75 will be applied to Safe Harbor
  • Other Academic Indicators (Writing and Graduation
    rate) will use making progress from the previous
    year as well as meeting the goal

Display for AYP
  • The AYP displays on the State of the Schools
    Report will look the same
  • The Continuous Progress (AYP Status Decision)
    that looks at two consecutive years of progress
    will be displayed on both the Preview window and
    the final version of the Report Card that is
    released to the public

  • We are required to identify the AYP Status
    Decisions on the State of the Schools Report that
    is released to the public. This remain the same
  • MET or NOT MET
  • NOT MET, IMPROVEMENT SHOWN
