What are the goals for the Strategic Plan?

• October 18 CPUC Decision 07-19-032
• Directs Californias investor-owned utilities
  (IOUs) to work in collaboration with
  publicly-owned utilities, state agencies, and
  other stakeholders to
• Develop a single, statewide strategic plan for
  energy efficiency
• Create a vision for achieve all cost- effective
  energy efficiency potential in California by 2020
• Develop a roadmap of actions needed to realize
  this vision

Strategic Plan Timeframes

• The CPUC Decision provides guidance for energy
  savings targets on three time frames
• reaffirms goals previously adopted for 2009-2011
• directs staff to quickly propose temporary goals
  through 2020 as general guidance in preparation
  of the strategic plan and
• commits to review and adopt in 2008 long-term
  energy savings goals through the year 2020 in
  coordination with Californias plans for
  greenhouse gas reduction.

Strategic Plan for Industry

• For the purpose of this planning process, the
  industry sector plan includes
• General Manufacturing
• Process and Extraction (i.e.-petroleum, mining,
  cement, chemicals)
• Food Processing (canning, freezing, refrigerated
  warehouses, bottling, industrial-scale
  creameries)
• High Tech (including data centers)
• Municipal water and wastewater

• Vision 2020 California Industry is Energy
  Efficient, Growing, and Profitable
• 1) California industry has undergone a culture
  change
• active management of energy is fully integrated
  into daily operational practices - it has become
  business as usual
• The regulatory environment, including the
  implementation of AB 32, is a strong enabler of
  industrial energy efficiency
• Industry has coordinated access to energy
  efficiency and regulatory assistance via a
  statewide integrated program
• supports a culture change toward more active
  energy management and corresponding green house
  gas (GHG) reductions

• 4) Energy program offerings to industry are
• a) designed to respond effectively to differing
  needs of industrial facilities (size, sector,
  operations),
• b) well-aligned to industrial project development
  business cycles
• c) structured to reward measured performance
  improvements
• d) comprehensive in scope (including energy
  efficiency, demand response, load management,
  energy storage, combined heat and power,
  distributed generation, renewables, and emerging
  technologies)
• 5) California is a national leader in preparing
  industrial energy efficiency professionals in
  system and process optimization and energy
  management

What is the Process for Stakeholder Input?

• November 5 Pre-hearing Conference at the CPUC
  including working group sessions by sector
• November 15 Initial Strawman posted for
  discussion on website
• November 27-30 series of workshops in Redlands,
  Downey, San Ramon, and Stockton for public input
• Dec 4 Synthesize the results of the workshops
  and post for comment activate threaded
  discussion on website
• Dec 5, 14, 18, 20 Webcasts to obtain further
  input into the planning process
• Dec 21 Results of webcasts and threaded
  discussion integrated in workshop results and
  posted for further review
• Jan 3 Final webcast to solicit further
  comments and input
• Jan 11 Input document completed and submitted
  to IOUs for strategic planning process

What are the desired outcomes of this process?

• A well-crafted vision for CA industry, with
• ambitious but achievable goals
• broad-based support from industry, industrial
  associations, suppliers, and other stakeholder
  groups
• A series of practical recommendations on how to
  reach these goals, including
• Barriers that must be addressed, including
  regulatory coordination
• Groups that need to be involved
• An invitation to the CPUC, the IOUs, and the
  State to work with industry to further define
  these recommendations as part of the strategic
  planning process
• Resources needed
• Estimates of energy savings and GHG reductions
