  • Established by the 76th Legislature in 1999
  • Original TexasOnline contract signed with
    BearingPoint (then KPMG Consulting) in May 2000
  • First online service launched in August 2000
  • Contract management provided by Texas Department
    of Information Resources (DIR)
  • 84 participating state agencies, local
    governments, and university systems
  • Recognized by Brown University in 2006 as the 1
    government web portal in the country
  • Current contract expires on December 31, 2009

  • Private sector partner (prime contractor) funds
    cost of development, ongoing operations, and
    technology refresh
  • Subcontractors and product providers are paid by
    the private sector partner (prime contractor)
  • As services are adopted, fees are collected on
    certain services to recover costs

  • Asset ownership transferred to the State at
