Stakeholders

• CJCSI 3150.25C, Joint Lessons Learned Program,
  dated 11 April 2007 establishes policy, guidance,
  and responsibilities for the CJCS Joint Lessons
  Learned Program (JLLP).
• This instruction applies to the Joint Staff,
  combatant commands, Services, combat support
  agencies (CSAs), Defense agencies, and other
  activities participating in the JLLP. It is
  provided as information to OSD.

DJS Oversight

• The Director Joint Staff supervises interaction
  of the directorates and activities of the Joint
  Staff with the Office of the Secretary of Defense
  and other U.S. government agencies.

J-7 Oversight

• J-7 serves as the office of primary
  responsibility for the Joint Lessons Learned
  Program and ensures overall JLLP integration.
• Provides joint strategic lessons discovery,
  knowledge development, and implementation to
  include
• (1) Conducting interviews with select senior
  military and civilian DOD officials.
• (2) Conducting other collection activities in
  support of strategic lessons discovery.

• Conducting JLLP knowledge development and
  implementation activities related to strategic
  lessons.
• Leading the Joint Staff internal Lessons Learned
  Action Plan and quarterly General Officer
  Steering Committee (GOSC) meetings chaired by the
  DJS.

GOSC Executive Summary

• Provides primary and supporting offices a summary
  of the last LL GOSC to include key decisions and
  way ahead for strategic level issues from OIF,
  Domestic Disaster Response (DDR) Action Plans,
  and the Chairmens Exercise Program After Action
  Review issues.
• Appropriate offices are tasked to address
  observations, issues, lessons learned,
  discussions, recommendations, assignment of lead
  organizations, briefer, milestones, end state,
  directed actions, and completion of directed
  actions.
