  • Rationale of the Project
  • The Province of Cavite is one of the heavily
    industrialized provinces in the Philippines.
  • Cavite is a choice location for factories and
    manufacturing industries.
  • Cavite is home to the Export and Processing Zone
    (EPZ) situated in Rozario Tanza, Cavite. Many
    industries have also established their presence
    in Cavite

Provincial Government was involved to obtain
the support and commitment of the Provincial
Governor, and the Provincial Board.
Municipal Government selected on the basis of
its political stability, competencies of the
staff, magnitude of environmental problems,
commitment and willingness of the community to be
involved in the project
Model Company selected for its willingness and
commitment to execute necessary changes in the
company to improve its pollution control measures
Model School selected on the basis of the
competencies and willingness of the teachers to
improve environment education in school curricula

  • Role of Major Stakeholders
  • The Provincial Government of Cavite
  • Commit the necessary political support in the
    implementation of the project.
  • Provide staff assistance particularly in the
    Provincial Government Environment and Natural
    Resources Office (PG-ENRO)
  • Provide necessary documents regarding
    environmental data in the Province of Cavite
  • The Municipalities of Kawit, Dasmariñas,

    of the municipality to carry out the project in

Role of Major Stakeholders
  • The International Center for Environmental
    Technology Transfer (ICETT)
  • Provide the essential project management
    direction and administration in the four (4)
    municipalities in Cavite in close coordination
    with their major stakeholders
  • Provide the necessary technical expertise by
    making available Japanese and Filipino experts
    on the environment that will help the pilot
    municipalities in Cavite
  • Administer the series of training programs in
    Japan and in the Philippines focusing on the
    three (3) major components of the project
  • Donate various equipment to the local government
    and models schools in support of project
    implementation (i.e. computers, LCD, testing
    equipments, etc..)
  • Provide a direct liaison with the Japan
    International Cooperation Agency (JICA) regarding
    the submission of reports and implementation of
    the project.
  • The Japan International Cooperation Agency (JICA)
  • Provide funding to the project
  • Donate equipment (i.e. computers, composting
    machine, etc.) to the cooperating agencies in
    order to achieve the goals of the project.
  • Monitor the implementation of the project through
    project site visitation by JICA experts based in

Role of Major Stakeholders

  • Act as the local project coordinator in the
    Philippines
  • Provide policy recommendations to ICETT towards
    the successful implementation of the project

    activity (environmental scanning) in order to
    determine the state of the environment of the
    cooperating municipalities
  • Assist the provincial and municipal governments
    in the implementation of key project components
    and activities, (e.g. formulation of
    environmental codes and masterplan)
  • Provide other technical and administrative
    support to both ICETT and the municipalities on
    various project activities

    periodic report to ICETT, copy furnished
    JICA-Philippines.

Mechanism for Information Dissemination
Series of seminars, training and public fora both
in the national level and community level
The Municipal Planning and Development
Coordinators Association in Cavite is being
tapped to disseminate projects best practices in
other towns in the province through cross-visit
activity
The Governor himself and the League of Municipal
Mayors promote the project to other
municipalities to emulate the best practices on
environmental protection and management

How Training was Conducted The environmental
training programs of the project were carried out
at the International Center for Environmental
Technology Transfer (ICETT), Japan. The training
period lasted for two (2) weeks. The mode of
training is a combination of lecture discussion
and site visits to selected sites in Japan which
have excellent showcase of environmental
management processes. Process of Selecting
Participants The ICETT selects the participants
based on the participation of the municipal
technical staff in the project. By and large, the
Municipal Planning and Development Coordinator
(MPDC) and the Municipal Environment and Natural
Resource Officer (MENRO) are engaged in many of
the project activities such as the formulation of
environmental master plan and the monitoring of
river basins in their locality. Therefore, these
people were selected to attend and participate in
the training. In the case of environmental
education, ICETT selected a teacher in the model
school. Preference was to choose a science
teacher who is in charge of teaching
environmental education in schools.

  • Transferability Potential
  • The project is a showcase to other
    municipalities in Cavite. The Municipal Planning
    and Development Coordinators Association is often
    used as a forum to present the best practices in
    the four (4) pilot towns.
  • The Provincial Government particularly the
    PG-ENRO is also using the instructive
    experiences of the four (4) municipalities in the
    promotion of environmental protection to other
    towns in Cavite.
  • The Provincial Sanggunian (provincial board) is
    encouraging all other towns to come up with their
    respective Local Environment Code.
  • The Provincial Governor supports all the
    initiatives of ICETT and the four (4)
    municipalities by constantly attending to some of
    its project activities such as launching of
    environmental programs in the barangays
  • LOGODEF continually promotes the rich
    experience of Cavite in various fora and through
    its regular newsletter, the Local Government
    Miscellany.

Some Issues and Challenges
1. Low awareness of the people on environmental
management and protection 2. Lack of
technical know-how of municipal staff and
elementary teachers alike on environmental
science and management 3. Lack of equipment in
the provincial and municipal government to
effectively carry out environmental monitoring in
their respective jurisdiction 4. Lack of
political will to implement critical counter
measures on environmental problems

Lessons Learned
  • Sustainability Mechanism
  • The municipal governments have increased their
    respective budgets/appropriations on the
    environmental protection
  • The Municipal Planning and Development Office
    (MPDC) has included in its regular annual work
    program the implementation of its environmental
    master plan
  • The Municipal Environment and Natural Resources
    Officer (MENRO) was put in charge to continue to
    operate, maintain and monitor the solid waste
    management program in the model barangay
    including the continued monitoring of river water
    quality.
  • The model school designed and approved a model
    curriculum on environmental education for
    elementary schools. This curriculum which was
    approved by the Division Superintendent of the
    Department of Education will be a regular subject
    in the elementary school education
  • 2. Need for follow-up courses on environmental
    management
  • 3. Provision of tangible projects/equipment in
    order to support environmental programs

  • Next Steps
  • ICETT and LOGODEF are set to undertake another
    round of survey in the four (4) towns to
    determine the level of success of the project
    prior to its official termination in December
    2004. The survey will also be an opportunity to
    identify further gaps and issues in the project
    which needs to be resolved until December 2004
  • ICETT will seek other potential donors and
    funding agencies in Japan to assist other towns
    in Cavite learning from the instructive
    experiences of the four (4) municipalities
  • A project terminal report will be written and
    submitted by ICETT to JICA as part of a
    documentation of the project. Wide publication of
    this upcoming report can be a possibility
    depending on funding requirements
