• In a crisis situation
• Institutionalize SOPs for all departments in a
  time - bound manner by clearly demarcating role
  of various agencies like GRP, RPF, Railways,
  State Govt., Designated hospitals, Fire brigade,
  Municipal Administration Planning Authorities.
• An Operation Manual from Union Govt. a must so
  that there is no ambiguity or doubt at the
  cutting edge level
• Standardized Protocols for distribution of
  information to public and media
• Earmark rescue, evacuation medical teams.
  Organise Drills regularly in coordination with
  BDDS QRT units to assess response
