Ratio of Accidents Involving Casualties
(i) 97 of accidents at Unmanned level crossings
were attended with casualties (ii) 86 of
accidents at manned level crossings were attended
with casualties (iii) 29 of collisions were
attended with casualties (iv) 19 of fire
incidents resulted in casualties (v) 7 of
derailments were attended with casualties
11
Resultant Consequences
  • Unmanageable crowds during peak period
  • Policing almost impossible from the security
    point of view
  • Situation provides ideal opportunity to anti -
    national elements
  • Any terrorist strike leads to
  • Anger at the perceived failure of the Govt.
  • Loss of life property
  • Loss of credibility of the Govt. enhances
invincibility of terrorists hence spread of
panic, scare, loss of morale feeling of
    helplessness
  • Immediate adverse impact on economic
    progress/activities

12
Todays Challenge ?
13
Future Challenges ?
Dedicated Freight Corridor
14
The Response - Preventive
  • Redefining perimeters by changing layout designs
    Harden perimeter security.
  • Implementation of new technologies like MMW /
    Backscatter technology etc
  • Securing parcel vans by screening of goods
  • Installation of latest CCTV surveillance systems.
  • Introduction of distinctive Security measures in
    upcoming mass transit systems.

15
The Response - Preventive
  • Appropriate legislations to ensure compliance of
    security parameters.
  • Approach with Integrated Security Solutions

16
The Response - Preventive
  • In a crisis situation
  • Institutionalize SOPs for all departments in a
time - bound manner by clearly demarcating role
of various agencies like GRP, RPF, Railways,
State Govt., Designated hospitals, Fire brigade,
    Municipal Administration Planning Authorities.
  • An Operation Manual from Union Govt. a must so
that there is no ambiguity or doubt at the
    cutting edge level
  • Standardized Protocols for distribution of
    information to public and media
  • Earmark rescue, evacuation medical teams.
Organise Drills regularly in coordination with
BDDS QRT units to assess response

17
Facts
  • In the existing scenario, we must have uniform
    standards for exercising surveillance and
    ensuring security.
  • Patrolling on stations and escorting of all
trains including suburban and long distance
    trains.
  • Security of Railway yards, passenger areas and
railway properties, and of passengers and their
    properties.

18
Security Challenges
  • Quality Assurance of Security Equipment including
    Accessories
  • Standardization with World Class Specifications
  • Project Execution Guidelines
  • Weak Entry Checkpoints
  • Limitation of Centralized Command Control Data
  • Free Traffic Movement
  • Interoperability Scalability

19
Solution Components
  • Hi Resolution Mega Pixel Cameras
  • Fixed/PTZ cameras
  • Video Content Analysis
  • IT Equipment
  • Central Monitoring Station
  • Local Monitoring Stations
  • Fire Alarm
  • Standalone Equipment
  • Baggage Scanner
  • Door Frame Metal Detector
  • Hand Held Metal Detector
  • Explosive Detector

20
High Resolution Cameras
21
IP CCTV Solution
  • The system shall comprise of the Hi resolution
cameras placed at critical locations like
  • Camera Locations
  • Entry / exit points
  • Circulating Area ( including Parking Area)
  • Concourse
  • All Platforms
  • Parcel Area
  • Yard Pits, Washing Line, Station Limits
  • Transmit data over Rail Net bandwidth and
communication with the local monitoring stations.
  • Tiered Monitoring
  • Local Control Room at the Station
  • Control Room at Railway Line HQRS
  • Major Command Control Room with Incident based
Analysis Team Monitoring at Common Location with
relevant video feeds from desired locations

22
Video Content Analysis
  • A Smart Video Surveillance system should be able
to analyze the Video Content to predefined rules
set up by user and detect
  • Intrusion in restricted areas
  • Abandoned Baggage
  • Loitering in restricted Areas
  • Object Removal
  • Overcrowding on platforms at a given place
  • Track crossing at restricted areas
  • Count of people inside the station at any given
    time
  • Panoramic View of Collective Cameras

23
On Board Train Security
  • Cameras can be installed inside the coaches of
    the train and help in
  • Improved Security
  • Checks on Petty Crimes
  • Tracking Suspicious people
  • Identify Potential Incidents before hand

24
Fire Alarm
  • On Board Fire Alarm Equipment/System
  • Fire Alarm Equipment/System for
  • Platforms
  • Waiting Rooms
  • Control Rooms

25
Network Connectivity
  • Backbone of the Entire Solutions
  • Options of Network
  • Current Railnet Fiber with dedicated strands
  • Wireless
  • Leased Line
  • Hybrid of Wireless, Fiber and Leased Lines
  • Live Streaming from On-Board Trains
  • Wireless Connectivity on Wimax
  • The signals from the moving train antenna are
sent to the nearest Wimax antenna located at
    regular interval along the tracks.
  • The antenna then connects with the Central
Control Room to transmit the images on wireless
    protocol.

26
Integrated Solutions
  • Perimeter Surveillance
  • Baggage Scanners
  • Door Frame Metal Detectors
  • Hand Held Metal Detectors
  • Explosive Detectors
  • Passive Infrared and Thermal Scanners
  • Hi Resolution Surveillance
  • Intelligent Video Analytics
  • Integrated PA System
  • Onboard Security
