• National governments recognise the contribution
  of the local level and provide support.

Conclusions

• Mitigation and Adaptation should be addressed
  simultaneously - Synergy effects help both
• There are several synergy measures on the local
  level
• Adaptation measures are important, however they
  depend on parallel mitigation measures.
