UK PUBLIC SECTOR ICT STRATEGY
  • THE UK PUBLIC SECTOR
  • is highly devolved
  • each Organisation has the ability, and
    constitutional right, to decide on its own
    approach to ICT etc.
  • BUT
  • As a whole, the Public Sector is a huge market
    with ability to influence price and direction
  • All organisations have a duty to ensure value for
    money this means not re-inventing the wheel
  • There are some strategic common good goals
    which will only achieve full benefit if addressed
    at a long term national level (e.g. Green ICT)
    rather than looking at short term local benefits
  • SO
  • The strategy sets out to create a common approach
    to infrastructure, bound together by common
    standards and procurement routes.
  • This will create a fourth utility where
    computer resources, computer cycles and storage
    are accessed on demand like the existing
    electric, gas or water utilities.

THE VISION - A NETWORK OF NETWORKS
  • The PSN vision users seamlessly linked through
    a network of networks, governed by uniform
    standards and capable of accessing a range of
    business services when they need them with
    security and integrity guaranteed
  • Through creating an open marketplace governed by
    interoperability standards the Public Sector
    Network (PSN) will revolutionise the way the
    public sector buys and uses Voice and Data
    networks. It will drive efficiency savings, set
    a range of technical and service standards, and
    improve the effectiveness of services
  • It will cover all Public Sector bodies.
  • The PSN will create a versatile private network
    for the Public Sector. Allowing Depts, Agencies
    and others to connect and share services
  • Through collaborative procurements a range of
    compatible and compliant services will be made
    available, creating an innovative market place to
    buy competitively priced services.

PSN FEATURES - GOVERNMENT CONVEYANCE NETWORK (GCN)
  • The Government Conveyance Network (GCN), or
    central highway, will be provided by the
    telecoms industry.
  • The GCN is a single network mesh formed from
    multiple networks provided by the private sector.
  • The GCN will be used by service providers to
    transport transactions between various connection
    points.
  • The GCN will be built to industry standards, any
    telecoms suppliers who meets the standards can
    supply GCN services.
  • Network Service Providers will sell access
    services to public sector organisations, using
    the GCN to interconnect.
  • Public sector customers can buy services from any
    one or more service providers yet be assured of
    transparent interoperability through common
    standards.

  • Vision and outcome
  • No significant differences
  • Difficult to argue against the benefits of joined
    up government and shared service delivery.
  • Procurement
  • Some natural differences due to the differences
    in legal status and powers to trade
  • Local interests and relationships are more likely
    to drive collaboration to start with
  • But there is nothing that is in conflict with the
    PSN Operating Model
  • Data Networks
  • Initial view of the PSN was that procurements
    like OCEAN would create framework contracts that
    any Public Sector Organisation could buy PSN
    services through. Still the philosophy behind
    SNS.
  • Local Government view is that we need an
    alternative approach that builds on the benefits
    of local procurement and delivery. Regional
    networks joined together through the GCN
  • Again not in conflict with the Operating Model
    but still a little tension.

Engagement with the PSN When?
  • If you want to influence the shape of the PSN
    then volunteer now for a workstream by contacting
    the stream lead. Rules are
  • You must be willing to make a contribution to the
    workstream output
  • Attend meetings at the Cabinet Office (by phone
    is acceptable)
  • Review and comment on workstream outputs
  • If you are starting or planning a procurement
    contact the Transition Team now
  • We are still looking for Study Cases now Kent
    is the first one on 14 Sept
  • We need to start planning Pathfinders
  • If you do not have any immediate procurement
    plans
  • Contact the Transition Team if you would like to
    be a Study Case

  • You decide details single source, mini
    competition
  • Intelligent Agent
  • Procure a service to meet your needs or the needs
    of a group of partners in a way that is PSN
    compliant
  • Procured so that other organisations could
    procure services directly from the supplier as a
    PSN Service
  • You act as the lead authority in managing shared
    issues
  • Supplier of Services
  • A supplier of PSN services with industry as
    subcontractors and suppliers
  • The service must meet the PSN Code of Practice

Building the Network
  • Network of Networks - National
  • Original PSN Central Government model
  • OCEAN procurement would create a catalogue of PSN
    services
  • OCEAN type procurements ever 2-3 years to
    refresh the catalogue
  • Network of Networks Regional
  • PSN compliant regional networks linked by the GCN
  • Based on local partnership networks or NHS COINs
    for example
  • Supplier responsible for meeting Code of Practice
  • Mix of Both
  • Likely to be the way forward initially because of
    contract commitments, the number of regional
    networks that would be fit for purpose and the
    need to build trust

Final Message
  • Any procurement for a shared regional network
    should require it to be PSN compliant.
  • Why? (Its a no brainer)
  • If the PSN concept did not exist you would need
    something equivalent anyway
  • PSN will replace GCSX
  • But
  • At the moment PSN is still in development with
    much to be defined.
