  • Effective 2009-2010, the new definition of a
    quorum for SAC requires that the SAC have a
    quorum present (51 of SAC members), and of those
    present, 51 must not be employed by the School
    District.
  • School Board Policy 1403 requires that each SAC
    strive to meet more stringent criteria for a
    quorum beginning

Remember
  • The SAC must have a quorum (51 of SAC members
    present) to conduct a meeting
  • Membership must reflect the ethnic diversity of
    the school.
  • The deadline to submit the SAC Composition Report
    is October 30th

The Sunshine Law and SACs
  • Subject to the Government in the Sunshine Law
  • Meetings open to the public
  • Actions binding only if made in accordance with
    the Sunshine Law
  • Reasonable notice of all meetings given
  • Recorded minutes and open to inspection
  • Meetings held in facility accessible to the
    public
  • SACs should follow district guidelines
  • Violations of the law are misdemeanors

Roles and Responsibilities of SAC
  • Initiates development of schools vision or
    mission
  • Uses state goals as guiding principles
  • Establishes SAC Bylaws
  • Examines data from a variety of sources
  • Determines and prioritizes needs
  • Assists in the implementation of the current
    SIP
  • Plans for distribution of recognition funds--
    must be completed by November 1. Employee
    Relations will provide further details.
  • Decides how to measure results
  • Assists in preparation evaluation of the SIP
  • Assists in preparing the schools annual budget

Before the Meeting
  • Schedule the meeting date, time, place
  • Advertise the meeting (multiple methods)
  • Set the agenda and send to members
  • Advertise issues requiring votes and place them
    early in the agenda
  • Meet with principal to review agenda
  • Contact committee chairs if reports are due
  • Prepare handouts (agenda,
  • reports, 2 sign-ins, etc)

  • Conduct meetings using Roberts Rules of Order
  • Start and end on time
  • Get groups agreement to the agenda
  • Use time limits to help keep meeting on track
  • Alter the agenda as needed with groups agreement
