Interconnection Background
  • IEEE 1547 Standard issued in June 2003
  • FERC issued NOPR for the Standardization of Small
    Generator Interconnection Agreements and
    Procedure on Aug 19, 2003
  • NARUC prepared a DG Interconnection Model for
    voluntary adoption by States
  • PJM states (NJ, MD, DC and PA) expressed
    interest in developing a regional approach to
    interconnection
  • DOE played key role in IEEE 1547 development and
    supports activities that will result in IEEE 1547
    being formally implemented

Mid-Atlantic Approach
  • PJM formed Small Generation Interconnection
    Working Group in early 2004
  • DOE worked with PJM and other groups to form
    Mid-Atlantic Distributed Resources Initiative
  • SGIWG developed uniform standard for
    interconnection
  • Identified all utility interconnection
    requirements that went beyond IEEE 1547
  • Worked with utilities to eliminate most of them
  • MADRI is focused on state implementation of rules
    and procedures that are favorable to DR programs
  • Addressing distributed generation, CHP and demand
    reduction

PJM SGIWG Status
  • Initially focused on standard for systems lt 2MW
  • Held 5 WG meetings and multiple subcommittee
    meetings to develop consensus standard
  • Under 2MW Technical Standard
  • Approved by PJM Reliability Committee
  • Approved by Members Committee
  • Tariff changes submitted to FERC in Jan 2005
  • Started work on 2 10 MW initiative on Feb 24
  • Will begin work on extending to Western PJM soon
