  • THIS FACILITY IS A LONG TERM TREATMENT FACILITY
    FOR NON-VIOLENT FELONY OFFENDERS WITH SUBSTANCE
    ABUSE PROBLEMS. IT HAS BEEN IN OPERATION SINCE
    JULY 1997.

WAS LOCATED ON THE GROUNDS OF AN OLD MENTAL
HOSPITAL

WHY IS THIS FACILITY NECESSARY
  • IN THE CRIMINAL COURTS FOR THIS COUNTY AT LEAST
    70 OF ALL CASES INVOLVE DRUGS OR ALCOHOL IN SOME
    FASHION.
  • STATISTICS SHOW THAT 65 OF ALL INDIVIDUALS WITH
    ADDICTIONS WHO ARE COMMITTED TO THE DEPARTMENT OF
    CORRECTIONS WILL RE-OFFEND WITHIN THREE YEARS OF
    RELEASE IF THEY DO NOT RECEIVE TREATMENT FOR
    THEIR ADDICTION.
  • STATISTICS SHOW THE OPPISITE IF THEY RECEIVE
    TREATMENT WHILE INCARCERATED. ONLY 35 WILL
    RE-OFFEND

NECCESSITY
  • THE DAVIDSON COUNTY REIDENTIAL DRUG COURT PROGRAM
    IS NOT A FACILITY FOR FIRST TIME DRUG OFFENDERS.
    MOST OF THOSE TYPE CAN BE SUCCESSFULLY TREATED IN
    AN OUTPATIENT PROGRAM.
  • THE DAVIDSON COUNTY DRUG COURT IS FOR MULTIPLE
    OFFENDERS WHO HAVE A LONG HISTORY OF DRUG
    OFFENSES. WITHOUT TREATMENT THEY WILL CONTINUE TO
    USE AND WILL REPEATEDLY RETURN TO THE SYSTEM.

  • AT THE PRESENT TIME IT COSTS 60.84 PER DAY TO
    HOUSE AND FEED AN INDIVIDUAL IN THE TENNESSEE
    DEPARTMENT OF CORRECTIONS.
  • THE DAVIDSON COUNTY DRUG COURT HOUSES, FEEDS AND
    TREATS AN INDIVIDUAL FOR 46.00 PER DAY.
  • 100 RESIDENTS AT A DIFFERENCE OF 14.84 PER DAY
    1,484.00 x 365 541,660.00 PER YEAR SAVINGS
    FOR TAXPAYERS.

REASONS FOR COST REDUCTION
  • THE FACILITY IS A NON SECURE FACILITY WHICH
    OBVIATES THE NEED FOR GUARDS.
  • THE RESIDENTS DO ALL OF THE WORK REQUIRED TO
    MAINTAIN THE FACILITY.
  • THE RESIDENTS PREPARE AND SERVE ALL OF THE MEALS.

GOVERNORS METH PILOT PROJECT
  • IN 2005 TENNESSEE WAS HAVING AN EPIDEMIC OF
    METHAMPHEDIMINE USE.
  • THE GOVERNOR APPOINTED A COMMISSION TO STUDY THE
    PROBLEM.
  • AS A RESULT THE GOVERNOR ASKED THE DAVIDSON
    COUNTY DRUG COURT TO INSTITUTE A PILOT PROJECT TO
    TREAT METH USERS.
  • THE DRUG COURT IS TREATING 30 METH ADDICTS FROM
    ACROSS THE ENTIRE STATE.
  • THE RESULTS OF THE PROJECT ARE PROVING TO BE
    SUCCESSFUL.
  • TO IMPLEMENT THE PROGRAM THE DRUG COURT HAS ADDED
    NEW BED SPACE.

CO-OCCURRING DISORDERS
  • DURING THE TIME THAT THE DRUG COURT PROGRAM AND
    THE METH PILOT PROJECT HAVE BEEN IN OPERATION IT
    HAS BEEN DETERMINED THAT A LARGE NUMBER OF THE
    RESIDENTS HAVE CO-OCCURRING DISORDERS.
  • MANY HAVE SUFFERED EITHER PHYSICAL OR SEXUAL
    ABUSE IN THE PAST.
  • MANY HAVE MENTAL DISORDERS THAT HAVE NOT BEEN
    DIAGNOSED.
  • AS THE RESULT THE PROGRAM IS NOW WORKING WITH THE
    DAVIDON COUNTY MENTAL HEALTH COURT OPERATED BY
    JUDGE DAN EISENSTEIN.

  • IN 2007 THE RESIDENTS OF THE DAVIDSON COUNTY DRUG
    COURT PERFORMED 74,000 HOURS OF PUBLIC SERVICE
    WORK
  • THEY HAVE BEEN PENCIL PARTNERS WITH BRICK CHURCH
    MIDDLE SCHOOL.
  • THEY HAVE ADDRESSED MANY HIGH SCHOOLS ON THE
    EVILS OF DRUG USE.
  • THEY PAY A VERY HIGH PERCENTAGE OF THEIR FINES
    AND COURT COSTS.
  • THEY RE-UNITE WITH THEIR FAMILIES AND PAY COURT
    ORDERED CHILD SUPPORT

WORK REQUIREMENTS
  • MANY OF THE RESIDENTS OF THE FACILITY HAVE NEVER
    HAD A STEADY JOB.
  • MOST HAVE NO INSURANCE, RETIREMENT OR SOCIAL
    SECURITY CREDITS.
  • AFTER THEY HAVE BEEN IN THE PROGRAM FOR A CERTAIN
    LENGTH OF TIME THEY ARE REQUIRED TO MAINTAIN A 40
    HOUR PER WEEK JOB. THEY ARE ALLOWED TO LEAVE THE
    FACILTY DURING THE DAY TO WORK, BUT RETURN TO THE
    FACILITY AT NIGHT.
  • FROM THEIR SALARY THEY ARE REQUIRED TO PAY AT
    LEAST 30 FOR RENT, AND 30 TO EITHER CHILD
    SUPPORT OR COURT COSTS.

    RESIDENTS OF THE DRUG COURT. IT IS AN EXAMPLE OF
    THE TALENT LEVEL OF PEOPLE WHO BECOME ADDICTED TO
    DRUGS. IT CLEARLY DEMONSTRATES THE EMPLOYABILITY
    OF THESE INDIVIDUALS ONCE THEY LEARN TO CONTROL
    THEIR ADDICTION.

  • THE LOGIC BEHIND THE DAVIDSON COUNTY DRUG COURT
    RESIDENTIAL PROGRAM IS SIMPLE!
  • YOU CAN INCARCERATE NON-VIOLENT FELONS WITHOUT
    TREATMENT AND EXPECT 65 OF THEM TO RETURN TO A
    LIFE OF DRUGS WITHIN THREE YEARS OF RELEASE, OR
    YOU CAN TREAT THESE INDIVIDUALS AND EXPECT ONLY
    30 OF THEM TO RETURN TO A LIFE OF DRUGS WITHIN
    THREE YEARS OF RELEASE.
