Discussion - general
  • Question of decentralisation of work of cluster
    to local level
  • Need to deliberate on how to ensure this
  • Need to define meaning for people at local level
  • Open up CPFs to work in focus area of cluster
    even involve business and their resources
  • Borders need to fortify borders (drugs, goods
    and people smugglers). Who looks after borders
    currently?
  • Tension between delivering services per
    Constitutional mandate and continuing to delivery
    services through past structures. Does structure
    speak to this mandate?
  • Community safety forums not SAPS but including
    all in cluster also looking at reintegration,
    etc CPFs just for crime prevention
  • Service delivery we tend to think in boxes.
    Need to do integrated thinking
