EQUINE INTERSTATE PASSPORT CONCEPT
  • In 2001, 13 southeastern states signed a
    memorandum of agreement whereby each state would
    develop its version of an equine passport
    document that would be accepted for interstate
    movement to events in reciprocating states
  • Official document issued by the state of origin
    and signed by State Veterinarian or Chief Animal
    Health Officer

EQUINE INTERSTATE PASSPORT CONCEPT
  • Extends 30-day OCVI to 6 months from date of
    veterinary inspection
  • Documents proof of a negative EIA test within the
    previous 12 months
  • Lists all information on the OCVI and EIA test
    document
  • Contains an expiration date which is the earlier
    of the EIA or 6 month OCVI expiration date
  • The OCVI and EIA do not need to accompany the
    Passport Card

2004 Pilot Project
  • Determine the practicality of these cards for use
    transporting horses within Florida and to equine
    events in neighboring states
  • Responses indicated that the cards were readily
    accepted at Floridas Agricultural Interdiction
    Stations and by regulatory personnel in other
    states
  • Support from the equine industry
  • Cards available to all horse owners beginning
    January 1, 2005

  • Innovation to provide convenience to equine
    exhibitors
  • Voluntary alternative to paper documents that
    become faded and worn
  • Two-sided laminated card with full-color digital
    images of the horse
  • Currently accepted for movement to events in AL,
    AR, GA, LA, MS, NC, OK, SC, VA

Requirements for Passport Card
  • Completed application- may be submitted by owner
    or veterinarian
  • Copy of negative EIA test conducted within the
    previous 12 months
  • Copy of OCVI issued within the previous 30 days
  • Digital Views (3) of each horse on a floppy disk
    or CD- must match description on EIA test
    document

    movement

FLORIDA EQUINE CARDS NAIS
  • As of July 1, 2005, a NAIS premises registration
    will be required for any new Equine Card issued.
  • The premises ID will be linked to each horse
    issued a card on the Divisions Equine Card
    database
