Enhancing partnership with the Third Sector
  • Further develop our capacity building work to
    support and encourage smaller voluntary providers
  • Work in East Midlands with EMCE rolled out from
    Northamptonshire

Keeping people that need services at the heart of
the programme
  • Service user involvement - best practice sharing
  • Ensure that access to services is not
    unnecessarily restricted through local
    connections or administrative boundaries,
    particularly for groups of people, such as
    survivors of domestic violence or gypsies and
    travellers
  • Enhance service user choice and control by using
    the learning from the Individual Budget pilots
    and other choice led personal funding mechanisms
  • Lincolnshire and Leicester are pilot sites

Increasing efficiency and reducing bureaucracy
  • Building on the learning from the 11 initial
    Value Improvement Projects, CLG will roll out a
    national Value Improvement Programme
  • E.g., building on learning from Leicester
  • All Administering Authorities have been
    negotiating on value/using tenders where
    appropriate

Delivering in a new local government landscape
  • Move to LAA target April 2009
  • Part of the new performance management approach
  • Support, develop and share positive practice in
    the commissioning, procurement and delivery of
    housing support, particularly through the
    appointment of Regional Champions
  • Work with Regional Assemblies, Government Offices
    and Communities England to strengthen the
    strategic and practical linkages between housing
    and Supporting People

  • Limitations to EMRIG (compared with other
    regions)
  • No dedicated officer time
  • Lack of regional SP strategy
  • Hard to progress significant cross authority
    developments and efficiencies (although
    considerable work across doughnuts)
  • Difficult to respond consistently in time to
    issues such as homelessness research, pathways,
    etc
