What is the goal of Reading First?

• All K-3 students reading on or above grade level
  by the end of Third Grade

• Provide K-3 reading programs based on
  scientifically based reading research (SBRR)
• Prepare teachers, including special education
  teachers, through professional development to
  identify specific reading barriers
• Provide assistance in selecting or administering
  screening, diagnostic, and classroom-based
  instructional reading assessments

  of a successful program.
