  • CONTEXT
  • Over the past decades, pressures on coastal
    ecosystems and fish stocks have continued to rise
    resulting in significant losses of key habitats
    and overfishing by both local and foreign fleets.
  • Ensuring the sustainable use of the regions
    marine resources is critical to national
    economies, peoples livelihoods food security.

    countries (Senegal, Cape Verde, Mauritania
    Gambia)
  • WWF WAMER is part of a coalition with IUCN, the
    FIBA, Wetlands International over 50
    governmental non-gov. institutions called the
    Regional Program for Marine Coastal
    Conservation in West Africa (PRCM).

  • Building a strong partnership with Gov., local
    and Intl NGOs, Research institutions
    Professional organisations
  • Developing projects in a participatory way
  • Linking conservation poverty alleviation
  • Strengthening the capacity of the local NGOs,
    environmental journalists and professional
    organisations

4. INTEREST FOR CoCooN PROGRAM
  • The CoCooN Pgm is aiming to contribute to
    sustainable development, poverty reduction to
    reach the MDGs by adding to evidence-based policy
    development, interventions practices in the
    field of conflict and cooperation on natural
    resources by contributing to adequately manage,
    resolve and learn from conflicts
  • For this reason a partnership between WWF WAMER
    and CoCooN Pgm will allow us to broaden and
    deepen impacts at all levels

4. INTEREST FOR CoCooN PROGRAM
  • Locally using community based conservation and
    innovative tools to sustainably protect
    biodiversity and ecological processes while
    mitigating conflicts among users and improving
    the livelihoods of fishers and their families
  • Nationally- using a spectrum of technical,
    financial, and advocacy tools to support the
    development and implementation of environmentally
    sensitive approach, to promote principles of
    co-management between government and communities
    and to develop integrated approaches to
    developing coastal zones

4. INTEREST FOR CoCooN PROGRAM
  • Ecoregionally- using fact-based experiences to
    promote better coordination between WAMER
    countries for shared resources and opportunities,
    and
  • Globally- in partnership with the Institute for
    Environmental Studies (IVM) other potential
    partners, ensure that the lessons learned and the
    approaches tested in West are heard in
    international fora, and encouraging the adoption
    appropriate environmental and social safeguards
    for foreign investments in fisheries and other
    key sectors.

5. ISSUES RELATED TO CoCooN ON WHICH THE WWF
WAMER IS WORKING ON
  • WAMER is currently working of two issues related
    to CoCooN
  • The first approach is How to identify and
    implement sustainable financing mechanism which
    can help to sustain the conservation the local
    develop goals?
  • WAMER has facilitated the establishment of new
    MPAs in Guinea (1), Senegal (4), Cape Verde (2)
    Gambia.
  • Most of these MPA (St. Louis, Cayar, Joal,
    Abèné) are currently developing management plans

WAMER IS WORKING ON
  • With Senegalese Gambia department of
    environment and US AID, WWF WAMER implements the
    fisheries component of the natural resources
    management program based on the triptych nature,
    wealth and power. In this program, we are
    developing Ecosystem approach for fisheries
    testing a local convention approach to manage
    natural resources
  • Senegalese fisheries department has created local
    committee of artisanal fisheries (CLPA) to manage
    conflicts and initiatives at local level. But
    these CLPA have difficulties to function

  • The second approach is around Eco-labelling.
  • Here the basic underlying question is How to
    break the vicious circle of vulnerability and
    dependency of small scale primary producers
    towards traders processing companies?
  • Taking into account the needs of smallholders for
    daily subsistence such a combination often leads
    to resource over-exploitation. Especially, -as it
    is the case in Senegal, if there are no fishery
    management and enforcement procedures in place.

WAMER IS WORKING ON
  • A feasibility study on eco-labelling of
    small-scale fisheries in Senegal, elaborated in
    June 2007 for GTZ, has identified the mayor
    constraints, opportunities the most appropriate
    ways to approach eco-labelling.
  • The Senegalese Steering Committee has then
    identified selected the Cephalopod fisheries of
    Nianing Pointe Sarène as suitable candidate for
    eco-labelling.
  • This can be enlarge of other species other
    sites in Senegal Gambia.

WAMER IS WORKING ON
  • This program will be strongly oriented towards
    creation of market-based incentives to facilitate
    support changes in economic responsibilities,
    dependencies performance of job for daily
    subsistence.
  • The proposed linking of eco-labelling, - as a
    market based incentive practical tool to guide
    producers towards sustainability.
  • The methodology of value chain promotion along
    the products supply chain has been proven
    successful in a number of other initiatives in
    other sectors such as small-scale aquaculture and
    organic farming.

6. STRATEGY FOR ELABORATION IMPLEMENTATION
  • To jointly define with IWM both innovative and
    scientifically excellent research.
  • This will involve other regional partners such as
    University of Dakar, research centre, local NGO,
    Marine fisheries department of Senegal and
    Gambia, PRCM, Subregional Fisheries Commission,
    the Senegalese Federation of Artisanal Fishers,
    Environmental Development Action in theThird
    World Network on Fisheries Policies in West
    Africa
  • Provide pilot sites in Senegal and the Gambia
    where innovative approaches and can be tested

7. OBJECTIVES FOR CoCooN MATCHMAKING
  • Presentation on related to fisheries management
    and development of innovative tools such as MPAs
    management and ecoloballeling in West Africa
  • Presentation of potential avenues for partnership
    in the framework of CoCooN linking fisheries
    management, conservation, poverty alleviation
    conflict management between fishers, between
    fishermen other marine resources usages
  •  Promote regional international cooperation
