A Framework of Developing Sustainable Communities
(SCD)
  • Developed jointly by DIA, MSD, CYF and CEG
  • Based on NZ and overseas experience and research
  • Discussion paper approved for release by Steve
    Maharey Nov 2002
  • 2003 DIA initiated an SCD framework
    implementation project
  • LARPs and Sustainable Communities project
  • Further work led by MSD on whole of government
    framework strategy re sustainable communities

What is a Community?
  • A network of people organisations bound
    together by factors such as
  • Shared identity, culture and/or whakapapa
    eg. hapu/iwi or ethnic group
  • Common geography, locality, place
  • Administrative or political arrangements
  • Similar interest or kaupapa eg. voluntary
    organisation, Maori community group, online
    virtual community, work (Based on OECD,
    1998 Royal Commission on Social Policy, 1988)

Sustainable Communities Project
  • A 3-way partnership between CG, LG and
    Communities
  • Aims
  • a) engage with sectors and groups, expand the
    scope of current initiatives toward a truly
    sustainable community
  • b) work as a catalyst and facilitator to engage
    parties help mobilise resources, targetting key
    enablers of sustainble communities
  • c) seek out and test appropriate models, tools
    practices
  • d) use the spotlight of the SDPOA to encourage
    CG and local government engagement
    collaboration to support sustainable community
    outcomes (links to LGA 2002 outcomes process)

    sustainable community plan (LTCCP).

    identified community outcomes and their role in
    these
  • Undertake coordinated initiatives on priority SD
    outcomes (whole of community with possible
    locality projects)
