UNSATISFACTORY PARTICIPANTS
  • When a Reservist with a mandatory participation
    requirement acquires at least nine unexcused
    absences the unit commander must pursue one of
    the following actions

UNSATISFACTORY PARTICIPANTS
  • Retain the Reservist and authorize EDPs to regain
    satisfactory participation status.
  • Initiate separation proceedings, per MCO
    P1900.16.
  • NOTE The nine unexcused absences do not have to
    be missed consecutively.

  • A Reservist determined to be an unsatisfactory
    participant will be sent a notification letter
    per figure 3-8 of the MCRAMM authorizing the
    member to regain satisfactory status

  • Ensure strength category X is reported on all
    cases once package if forwarded via Marine Corps
    Enlisted Administrative Separations (MCEAS)
    system

  • TERMINATION OF SGLI COVERAGE
  • When it is determined that
  • A Reserve member has failed to meet their SGLI
    obligation, the
  • members SGLI coverage will be terminated in
    accordance with the
  • following procedures

  • Upon a Reservists 9th consecutive absence SMCR
    unit commanders will complete and send by
    certified mail, return receipt required, the
    "Notice of SGLI Termination (figure 4-1of MCO
    P1741.8D) to the members official mailing
    address.

  • The date this notice is sent serves as the "Date
    Notified of Pending SGLI Termination". This
    notice must clearly state that effective 60 days
    from the date of the notice the members SGLI
    coverage will be terminated

  • If the SMCR member has not attended drills "with
    pay" within 60 days of the "Date Notified of
    Pending SGLI Termination", the unit commander
    will complete the final "Notice of SGLI
    Termination" (figure 4-2 MCO P1741.8D) to the
    members official address

  • Terminate their SGLI coverage in the Marine
    Corps Total Force System. Stop date will be the
    first day of the month following the 60th day

  • As per MCO P1900 (MARCORSEPMAN) par 6311.8, when
    a Marine serving in the pay grade of Cpl or above
    is administratively separated, the member will be
    administratively reduced to the grade of LCpl
    effective upon separation

  • Non-Punitive reductions, also known as Competency
    Review Board (CRB)
  • Reductions for incompetence are when actions,
    technical or professional are not commensurate
    with satisfactory performance of present grade

  • Lack of technical skill required for grade
  • Lack of professionalism (I.E. leadership,
    judgment, integrity, military presence, physical
    fitness, self discipline, etc)

NON-PUNITIVE REDUCTIONS
  • CRB appointed by order of Commander with
    reduction authority as defined in MCO P1400.32
    par. 1200.3b and par 6001.4a. In the case of a
    LCpl or below the CRB may consist of just the
    Commander (par. 6001.1b).
  • Provide the Marine written notice of the
    initiation of a CRB (Par. 6001.3b).

  • Wait 5 working days for active duty Marines/ 20
    calendar days for reserve Marines receipt of
    written notice (Chap 6 Fig 6-1, par.5)
  • CRB Convenes, CRB prepares report (par.
    6001.4h(1))

  • CRB forwards report via convening authority to
    Command. Convening authority, Commander and
    reducing authority may all be the same person in
    the case of LCpl or below (par. 6001.10c(5)).

  • Note If the initial letter of notification is
    returned as undeliverable, the Commander may
    immediately initiate action to complete the CRB
    and/or effect the administrative reduction. The
    Commander must note in the CRB report that the
    Marine could not be contacted (par. 6001.10c(2)).

  • Reduction authority reviews and endorses CRB
    recommendations (par. 6001.5e).
  • If reduced, reduction is effected on date
    reduction authority approves CRB (par. 6004.1).

NON-PUNITIVE REDUCTIONS
  • Reductions affected are administrative in nature
    and are not meant as a disciplinary measure.
    Upon reduction, the Marine will receive the Date
    of Rank previously held in the grade to which
    reduced

NON-PUNITIVE REDUCTIONS
  • Example, a Cpl is administratively reduced to
    LCpl effective 041113. Members original date of
    rank to LCpl was 030501. Report Reduction
    effective 041113 with a DOR of 030501.

  • PROMOTION RESTRICTIONS
  • Marines reduced for incompetence must wait as
    indicated below before they are again eligible
    for promotion
  • Promotion to PFC or LCpl for a period of 3
    months.
  • Promotion to Cpl or Sgt for a period of 6 months.
  • Promotion to SSgt and above for a period of 12
    months.
