Title: U'S'DEPARTMENT OF COMMERCE
1U.S.DEPARTMENT OF COMMERCE
- SBIR Programs
- Administered separately at two agencies
2NOAA Mission
- The NOAA research mission is to provide
scientific products leading to improved
understanding of and predictive capability for
the oceans and the atmosphere.
3NIST Mission
- To promote U.S. innovation and industrial
competitiveness by advancing - measurement science,
- standards, and
- technology
- in ways that enhance economic security
- and improve the quality of life.
4DoC Funding Expectations for FY09
5DoC SBIR Program Overview
- DoC SBIR Programs are relatively small, but each
emphasize - transfer federal technologies to small
businesses -
- use of small businesses for fed RD needs
- DoC-specific SBIR Program Requirements
6New! SBIR TT model Solicitation
Portion of NIST SBIR budget will be dedicated to
American small business technology innovation and
conversion of federal RD into commercial
application
NIST SBIR Solicitation 2 types of subtopics -
traditional with subtopics addressing NIST RD
needs - TT Technology Transfer model
identifying existing NIST technology and research
necessary to exploit commercially
7The TT subtopics emphasize an increase in
private sector commercialization of innovations
derived from federal RD SBIR awardees
will Be granted a non-exclusive research
license, as necessary, to background
technology Have the option to negotiate a
commercialization license Own rights to all SBIR
funded research
8DoC Program Schedule similar for both NOAA
NIST
- Solicitation Release Date Oct/Nov
- Proposals Due January
- Phase 1 Contracts Awarded July
- Phase 2 Contracts Awarded August
9Contracting agency
- Both NOAA and NIST award contracts as the
funding agreement - ie government specifies exactly what RD is
needed and pays interim invoices upon acceptance
of progress made toward proposed milestones
10NOAA Technical Topics
- Ecosystems
- Climate
- Weather and Water
- Commerce and Transportation
