Title: Implementation of the ESD in Sweden

1
Implementation of the ESD in Sweden
  • Yelena Varasteh
  • Swedish Energy Agency
  • Riga, 20-21 September 2007

2
Implementing the ESD - a work in slow progress
  • New Government in October 2006
  • Committee of Inquiry is assigned, Thomas Bruce is
leader of the committee, 22 experts assisting the
    inquiry process
  • 31 October 2007 intermediate report
  • Final report 31 October 2008

3
Transposing the EEEES Directive Process
starting step 2 out of 7
  • ? Initiative
  • ? The inquiry stege
  • one-man committee
  • operates independently of the Government
  • ? The referral process
  • ? Government bill
  • ? The parliamentary process
  • ? Promulgation
  • ? Act
  • Directions, regulations and guidelines

4
The instruction for the inquiry
  • The inquirer shall develop proposals for
  • organisation
  • the legislative changes needed
  • national reporting according to article 14 in the
    directive

5
National target
  • The target should not be lower than 9
  • Calculate the effect of early actions (since
    1995) (STEM)
  • Ex-ante estimates of decided EE measures and
    policies
  • Suggest relevant weighting or primary energy
factors for all energy especially CHP-heat,
    district heating and cooling
  • Suggest intermediate target for the third year of
    implementation

6
What is a 9 target for Sweden
Base line average energy use (excl ETS) between
2000-2004 (the 5 latest years) 633 TWh with
marginal electricity (525 TWh with Nordic
electricity mix)
  • 9 during 9 years
  • 57 TWh with marginal electricity
  • (47 TWh with Nordic electricity mix)

7
Results of the econometric top- down-analyse
(1991 2005)
8
Residential 1991-2005
9
Transports 1991-2005
10
Results
  • The econometric analyse indicate that Sweden has
mitigate energy consumption with 116 TWh between
    1991 and 2005, i.e. 1,8 per year inclusive
    prices effects and regulatory measures
  • With combination of top-down and bottom-upp
analyses, the STEM can achieve appr. 5,5 of the
target on 9 with the existing regulatory
    measures, year 2016
  • The historical effects of energy and carbon taxes
(1991-2005) give a mitigation of energy
    consumption on 7,2 TWh/year, year 2005
  • Ex-ante effects of energy and carbon taxes,
counted with inflation give 7,2 TWh/year, year
    2016

11
Energy efficiency in the public sector
  • Propose whether to go for voluntary agreements
    (VA) or binding requirements.
  • The inquirer shall negotiate VA as first option
  • If VA is not a possible choice it should be
motivated and suggestions for regulatory measures
    should be described

12
Energy distributors and retailers
  • Suggest agency to receive and administer the
statistics that shall be delivered from
    distributors and retailers.
  • The statistics shall be relevant for the follow
up of the energy services market and other energy
    efficiency improvement measures
  • Analyse the market for energy services.
  • Decide to which agency the supervision shall be
    assigned

13
Smart metering/individual measurements
  • Investigate how metering on heat, electricity,
    hot water and cooling.
  • Special focus on hot water and electricity in
    multi-family buildings

14
National EEAP
  • Inquirer shall develop a suggestion for National
    EEAP
  • Methods for follow-up shall be suggested and
    described
  • Shall focus on analysing the effects of
  • Carbon and energy taxes
  • development of CHP and district heating connected
    to end users
