STARS/FL
  • The Standard Accounting and Reporting
    System/Field Level (STARS/FL) is the Official
    accounting system for the Navy (the entire Navy,
    not just Navy Medicine).
  • Transactions are tracked by Job Order Number
    (JON) and date.
  • Data is pulled from STARS/FL and populated into
    SMART daily.

SMART (Background)
  • The Summarized Management Analysis Resource Tool
    (SMART) is a cost tracking and analytical
    web-enabled application which is used to monitor
    the cost and expense (both financial and
    workload) of operating Navy hospitals and
    clinics. It also provides numerous analytical
    features which allow users to manipulate the data
    and create reports, charts, or other useful
    information. SMART uses data pulled from our
    official accounting system, the Standard
    Accounting and Reporting System (STARS), as well.
  • SMART data is Read Only.
  • The data contained in SMART is for the current
    fiscal year and previous 5 fiscal years.

SMART (Background)
  • The SMART Web application was developed using a
    web interface that integrates with a decision
    tool. The decision tool allows a user to view
    multi-dimensional data in a grid, in an OverView
    object, or a chart using the World Wide Web. The
    system works with a standard Java-enabled
    browser, Internet Explorer 5.0 or higher
    (Netscape is no longer supported), and standard
    HTML editors - yet provides dynamic drill down
    and rotation through a drag and drop interface. A
    dimension controller lets the user rotate or nest
    dimensions, as well as select off-grid members.
    The grid, chart, dimension controller, and
    OverView are Java applets that are incorporated
    into a web page.

Purpose of SMART
  • The purpose of SMART is to provide a cost
    tracking and analytical web-enabled tool. It
    allows you to
  • Monitor the cost and expense (both financial and
    workload) of operating Navy health care
    facilities.
  • Manipulate the data with a variety of analytical
    tools to create reports, charts, or other useful
    information.

EAS IV (MEPRS)
  • The Expense Assignment System, version IV (EAS
    IV) is a cost accounting application that pulls
    in feeds from CHCS (clinical workload data),
    expenses (STARS/FL for the Navy), personnel hours
    and expenses (currently SPMS II for Navy, DMHRSi
    will eventually replace SPMS), and manual entry
    for workload to provide cost comparison by
    Functional Cost Code (FCC) (commonly referred to
    as a MEPRS Code).

Data Flow (Current)
  • SPMS currently produces two output files
  • SMART
  • Hours and Expenses for military personnel (staff
    and borrowed) (DMHRSi output file will also
    contain hours reported for contractors).
  • Data is calculated and rolled up to common JONs,
    Expense Elements (EE or SUEE), and person type
    (Officer, Enlisted, or Contractor).
  • EAS IV
  • Hours and Expenses (if applicable) for military
    personnel (staff and borrowed), civilians,
    contractors, volunteers, and local foreign
    nationals.
  • Data is calculated and rolled up to common UIC,
    DMIS ID, FCC, SUEE, SAG-PEC, BSL, Occupation Code.

Data Flow (Current)
  • The two output files are to be produced at the
    same time so that the common data included in
    both files matches.
  • The SMART file is transmitted via FTP to NMIMC.
    BUMED Accounting staff then FTPs the files and
    imports the data into SMART.
  • The EAS IV file is transmitted via FTP to the
    sites local EAS IV server, where it is imported
    into the current months data and processed. EAS
    IV data is transmitted in monthly increments to a
    central repository (tri-service).
