included in the certification process (no split
responsibility) - Aggregate producers need to be included
- Certification process must accommodate
possible different designs - Procurement process for these products must
be transparent to all stakeholders

- Certification must be for specific uses of the
product and must highlight inappropriate
applications - Quality management will be responsibility of
manufacturer as well as applicator (either can
be certificate holder) - Certification will be conducive to consensus
w.r.t performance guarantee requirements
certification will be an adjunct to the
performance guarantee - Certification will bring clarity on the
durability or functional lifetime of the
product. - The certification process must be as cheap as
possible (size of SA market)
