Overview

• In order to reach GAVIs objectives it is
  essential to strengthen health systems
• How can GAVI/VF best use its limited resources to
  that end ?

Experiences from current ISS

• 24 of total GAVI/VF commitments
• 56 countries supported
• ISS study found that funds generally used at
  district level
• Flexibility was important
• But too early to establish causal connection with
  coverage rates

Looking fwd principles

• For all countries (not only lt80 coverage)
• Country driven, based on barriers analysis
• Flexible and country specific
• Predictable and long-term
• Performance based
• Low transaction costs for countries
• Harmonized with other initiatives
• Monitored against country specific indicators

A new health systems strengthening (HSS) support

• Should have as its ultimate aim to increase
  immunization coverage
• Should tackle specific strategic issues (themed
  support)
• Countries could apply to support non-themed areas
  if a good case was presented.

Options

• A. Continued and extended ISS
• B. Expanding ISS to tackle cross-cutting
  constraints
• C. Continuing ISS Open a health systems window
  (HSS)
• D. Close ISS, open HSS window only

Recommendation

• Option C continued ISS separate HSS
• Open ISS eligibility to all countries
• Evaluation of ISS in 2006
• Board guidance as to overall envelope is sought
