5
91-RVSM Guidance (cont.)
  • Manufacturers and Approved Design Organizations
use part 91 Appendix G and supporting 91-RVSM
    guidance to
  • Gain Aircraft Certification Office approval of
RVSM Data Package containing data and analysis
justifying RVSM Airworthiness Approval for group
    and non-group aircraft
  • Gain ACO approval, for in-service aircraft, of
SB, SL or STC to be applied by operators to bring
aircraft into RVSM compliance (i.e., required
    inspections and/or modifications)
  • Gain ACO approval, for new-build aircraft, of
statements of RVSM eligibility in Airplane Flight
Manual and/or Type Certificate Data Sheet (TCDS)

6
Aircraft Approval Requirements
  • Aircraft may be approved to RVSM requirements as
    Group aircraft or Non-group aircraft
  • Must meet Appendix G minimum aircraft equipage
    requirements
  • Required aircraft avionics systems must meet
    Appendix G performance tolerances
  • Continued airworthiness instructions must be
    provided, if found necessary

7
Aircraft Approved for World-wide Operations
  • RVSM compliant aircraft are eligible for RVSM
    operations world-wide
  • FAA and JAA aircraft approval criteria
    established for world-wide approvals
  • Assumptions such as high density traffic used in
    criteria development

8
Approval Objective
  • The objective of airworthiness approval for
RVSM operations is to demonstrate that the design
and manufacture of the aircraft, its systems, and
their installation can meet the performance
criteria necessary for RVSM operation, as defined
    in Part 91 Appendix G.

9
Basis of RVSM Airworthiness Approval
  • The altimetry system performance for any aircraft
is governed by the appropriate certification
    requirements
  • i.e., FAR/JAR 25.1325, "Static Pressure Systems.
  • RVSM airworthiness approval is in addition to the
    requirements defined by the aircraft's
    certification basis.

10
Airworthiness Approval
  • Airworthiness authorities (e.g., ACOs) have
approved RVSM data packages for most aircraft
    types.
  • The data packages
  • Identify the approved aircraft type or group
  • Detail how the manufacturer has verified the
    altimetry system performance

11
Minimum Equipment for RVSM Operations
  • Two independent altitude measurement systems
  • Each system should be composed of the following
    elements
  • Cross-coupled static source system
  • Static source error correction (SSEC), if needed
    to meet the ASE requirements
  • An altitude alert system
  • An automatic altitude control system
  • Note Altitude reporting transponder equipage
    required by 91.215.

12
Equipment Tolerances(Reference Appendix G)
  • ASE Requirements Basic Envelope Full
    Envelope
  • Group Aircraft Mean ASE of the group lt80 ft
    (25m) lt120 ft (37m)
  • (pre April 1997) Mean ASE 3SD lt200 ft
    (60m) lt245 ft (75m)
  • Group Aircraft N/A
    Mean ASE lt80 ft (25m)
  • (post April 1997) N/A
    Mean ASE 3SD lt200 ft (60m)
  • Non-group Aircraft Residual static source error
    lt200 ft (60m)
  • worst case avionics lt160 ft (50m)
  • ALTITUDE ALERT LIMIT 300 ft Altitude
    Deviations
  • Aircraft applying for type certification after
    April 1997 200 ft
  • AUTOMATIC ALTITUDE CONTROL SYSTEM 65 ft (20m)
about acquired altitude Note For aircraft type
certified prior to April 1997, FMS/PMS system
    with 130 ft variations allowed

13
Definition of Flight Envelopes
FAA/JAA documents evaluate ASE requirements
against the basic flight envelope and the full
envelope
Full RVSM Envelope
14
Definition of Flight Envelopes
  • Basic RVSM Envelope
  • Same as full envelope except upper Mach boundary
  • Upper Mach boundary not less than long range
    cruise plus 0.04 Mach
  • Note Basic envelope is not applicable to post
    April 1997 group aircraft

15
TCAS II, Version 7.0
  • Appendix G amended in December 2001
  • "After March 31, 2002, unless otherwise
authorized by the Administrator, if you operate
an aircraft that is equipped with TCAS II in RVSM
airspace, it must be a TCAS II that meets TSO
    C-119b (Version 7.0), or a later version.
  • Applicable to US-registered aircraft, not FAA
    controlled oceanic airspace

16
Operator Documents
  • For operator action, aircraft RVSM compliance
documents have taken the form of
  • For In-service Aircraft
  • Manufacturers Service Bulletins and Letters
  • Supplemental Type Certificates
  • Aircraft Service Change for Gulfstream aircraft
  • For New-production aircraft manufactured in
    compliance with Appendix G
  • Statement of Compliance in AFM and/or TCDS
  • All documents approved by Aircraft Certification
    Offices
