Overview
  • Created through Title XII of the American
    Recovery and Reinvestment Act of 2009 (Recovery
    Act)
  • Congress has designated 1.5 billion for
  • financial assistance
  • services
  • Funds were allocated to eligible grantees using
    the ESG program formula
  • Tarrant County 1,156,125
  • City of Fort Worth 2,746,929
  • City of Arlington 1,304,792

Purpose
  • To provide homelessness prevention assistance to
    households who would otherwise become homeless
  • To provide assistance to rapidly re-house persons
    who are homeless as defined by section 103 of the
    McKinney-Vento Homeless Assistance Act (42 U.S.C.
    11302)

Target Populations
  • Individuals and Families who are currently
    residing in housing but are at risk of becoming
    homeless (prevention)
  • Individuals and Families who are experiencing
    homelessness (residing in emergency shelter,
    transitional shelters, or on the street) and need
    temporary assistance in order to obtain housing
    and retain it (rapid re-housing)

  • Short Term Rental Assistance (up to 3months)
  • Medium Term Rental Assistance (4 to 18 months,
    must recertify every 3 months)
  • Security Deposits
  • Utility Deposits
  • Utility Payments
  • Moving costs assistance
  • Motel and Hotel vouchers

  • MUST use local Homeless Management Information
    System (HMIS)

Administrative Costs
  • Administrative Costs
  • No more than 5 of total HPRP grant
  • Grantees shall share a reasonable and appropriate
    amount with sub-grantees
  • Pre Award Admin Costs can be included

Eligible Program Participants
  • Two eligible populations
  • Persons who are still housed but at risk of
    becoming homeless
  • Persons who are already homeless

Eligibility Requirements for ALL Program
Participants
  • Must meet to receive financial assistance or
    services
  • Initial Interview Meeting with a Case Manager
  • At or below 50 of Area Medium Income (AMI)
  • No other appropriate housing options identified
  • No financial resources and support networks that
    are needed to obtain existing housing

  • Would be homeless without assistance

Eligibility Requirements for Rapid Re-housing
Assistance
  • Must be homeless according to HUDs definition
  • Must meet above mentioned Requirements for All
  • -and one of the following-
  • Sleeping in Emergency Shelter
  • Sleeping in place not meant for human habitation
  • Staying in hospital or other institution up to
    180 days AND originally came from streets or
    shelter
  • Graduating from Transitional housing program
  • Victim of Domestic Violence

Reporting
  • Must enter client level data into HMIS
  • Required Quarterly Reports
  • Initial Performance Report will serve as first
    Quarterly Performance Report
  • Required Annual Progress Reports

Process
  • Grantees must submit a substantial amendment to
    the Consolidated Plan 2008 Action Plan
  • Public Comment Periods (at least 12 days)
  • Public Hearings
  • Tarrant County- April 28, 2009
  • City of Fort Worth- end of April
  • City of Arlington- April 16, 2009
  • Grantees will issue Request for Proposals (RFPs)
    for interested non-profits and services providers
    to apply for funds
  • Tarrant County- issued April 9, 2009 due May 4,
    2009
  • City of Fort Worth- anticipates issuing in June
    2009
  • City of Arlington- anticipates issuing in May
    2009
