Membership and Participation
  • Rice growing countries/regions, international
    organizations, research institutions and donor
    agencies which share the common objectives of the
    INWEPF through strengthening partnership are
    entitled to join and become the member of the
    network.
  • Officials, researchers, academics and individuals
    of the member those who have knowledge of and
    experience in water management, environmental
    conservation in paddy fields are expected to
    participate actively in the INWEPF operations.

  • In order to streamline the local activities, it
    is desirable for each member to formulate local
    committee of the INWEPF, utilizing existing
    mechanism when appropriate.
  • The local committee is expected to function as
    coordinating body for INWEPF related local
    activities and a contact point in the INWEPF
    network2

Steering Meeting
  • The Steering Meeting is managing body of the
    INWEPF. The Steering Meeting is responsible for
    making decisions on overall framework, strategies
    and plan of activities as well as approving the
    outcomes of the INWEPF activities.
  • The Steering Meeting is composed of
    representatives from each member country /
    region, international organization, research
    institution and donor agency.
  • The Steering Meeting is to be held at least once
    a year and to be hosted by a member on voluntary
    basis.

Virtual Meeting
  • The Virtual Meeting plays a vital role in the
    INWEPF activities providing Internet based forum
    for exchanging and sharing information and
    experiences, strengthening capacity building,
    facilitating research cooperation, formulating
    ideas for possible policy options for specific
    themes.
  • Officials, researchers, academics and individuals
    of the members are encouraged to participate
    actively in the Virtual Meeting. Participants are
    requested to register before taking part in the
    Virtual Meeting
  • Virtual Meetings will be hosted by Japan National
    Institute of Rural Engineering (NIRE) for the
    time being.

Workshops and Open forum
  • The INWEPF organizes workshops as real meetings
    in order to provide member with opportunities to
    compliment and strengthen those activities in the
    Virtual Meeting and working groups.
  • Open forum will organized to provided knowledge
    and disseminate important achievements of the
    INWEPF activities to the general public when
    necessary.

Working Group
  • The INWEPF may establish ad-hoc Working Group as
    a collaborative working body for specific
    purposes when necessary.
  • Activities by the Working Group are to promote
    activities of the INWEPF. Such activities include
    preparation of inputs/reports from the INWEPF to
    another international and regional dialogues,
    such as the World Water Forum, UNCSD.

Vision
  • The INWEPF will provide an open platform for
    promoting dialogue, exchanging information and
    experiences, creating synergy among existing
    forums, strengthening capacity building ,
    developing good practices and formulating ideas
    for innovative policy and management options in
    the field of sustainable paddy water use,
    conservation of environment and better governance.

Twelve themes
  • The Informal Preparatory Meeting for the
    establishment of the INWEPF in February 2004
    proposed 12 themes as the possible scope for
    future activities of the INWEPF.
  • These proposed themes are
  • Efficient and sustainable water use
    (Environmental, Social, Economic)
  • Equitable and optimal water allocation/use to
    address poverty alleviation and food security at
    the global, regional and local levels. (rain-fed,
    irrigation)
  • Multiple use and ecosystem functions (e.g.
    biodiversity conservation) of paddy fields,
    including social/ cultural aspects and governance
    arrangements.

  • Measures to mitigate environmental degradation
    associated with paddy field production
    (chemicals, methane, water logging, salinity,
    groundwater contamination)
  • Field-level rice production systems for improving
    water productivity through rice varieties and
    farming practices.
  • Managing risks against flood, drought and
    salinization
  • Governance, including Participatory Irrigation
    Management to increase capacity for integrated
    water resource management
  • Policies and strategies for good governance for
    improving sustainable management of rice based
    systems with specific attention to water, land
    and environment

  • Building stakeholders capacity
  • Promoting farmers and other stakeholders
    participation in policy formulation,
    decision-making and project management (planning,
    construction, operation and maintenance)
  • Promoting the application of countries
    experiences and innovative research results
  • Creating and enhancing partnerships.

The following 3 themes are prioritized for the
2004-2005 activities of the INWEPF
  • Efficient and sustainable water use to address
    poverty alleviation and food security from
    environmental, social and economic aspects
  • Multiple use and ecosystem functions of paddy
    fields
  • Better governance to improve sustainable water

    management and capacity building

Expected outcomes 2004 - 2005
  • The 2004-2005 INWEPF activities will result in
  • A better understanding of water management in
    various contexts, and of multiple roles of water
    in paddy fields including conservation of
    rice-based ecosystem.
  • A better understanding of governance of water use
    in paddy fields including participatory
    irrigation management and multi-stakeholder
    involvement.
  • Development of good practices and formulation of
    a common understanding in sustainable water use
    in paddy fields toward future international
    discussions on water including the 4th World
    Water Forum to be held in Mexico in March 2006.

Commencement, Modification and Termination
  • These terms of reference will commence on
    November 2,2004 and will continue in effect
    unless terminated by the Steering Meeting.
  • These terms of reference may be modified or
    terminated at any time by consensus of the
    Steering Meeting.
  • Member may withdraw from the INWEPF by giving
    written notice to the Steering Meeting prior to
    its anticipated withdrawal.
