Conclusions

• Manchester possesses its fair share of shelter
  beds and clients in the region
• Usefulness of Continuum of Care Agencies
• Point in Time Count is only snapshot of a
  difficult to reach population
• Increases in Manchester residents, males,
  non-white, and middle-aged individuals
• Increase in number who report Unemployment as
  main reason for homelessness
• Need for mental health, substance abuse, and
  vocational rehab services
• Burden to local health systems

• Chronic homelessness Usually individuals who
  need mental health, substance abuse, vocational
  rehab or other supportive services
• Reaching Home Connecticut
• Economic Homelessness Lack of sufficient,
  affordable housing
• Full Time worker needs 15.90 in Hartford Region
• Increase in use of new Samaritan Shelter clients
• Broad increases in the use of MACC Human Needs
  such as soup kitchen and pantry may be indicators
  of a weak economy over the past few years

Recommendations

• Use of the new Connecticut HMIS Data System for
  on-going data and agency collaboration
• Town support of initiatives to end homelessness
  such as Reaching Home
• Improved citizen understanding of reasons for
  homelessness and successful reduction strategies
• The Town can work with local non-profit
  providers, other Towns, and the State to find
  solutions
